The decision, made on the basis of 21 indicators, comes the day after the launch by Emilia and Friuli of “twin” ordinances – almost identical in content – that restrict the scope of possible activities. Below, we will also report the rules imposed by regional ordinances, in case they are not overridden by the rules imposed by the orange zone.
Along with Emilia-Romagna, Marche and Friuli Venezia Giulia, Sicilia, Basilicata, Puglia, Abruzzo, Umbria, Tuscany, Liguria already fall into this band.
With the entry of these three Regions into the orange zone and that of the red zone of Campania and Tuscany, only five autonomous regions and provinces (Veneto, Lazio, Sardinia, Molise, autonomous province of Trento) remain in the yellow zone. the “light closure” of the government plan.

The rules of the “orange zone”
This is what will happen while these regions remain in this “band”, in addition to the “curfew” at 22:00, valid throughout Italy:
– Any movement within and outside the Region will be prohibited (except for proven work, health and emergency needs).
– The movements strictly necessary to ensure the conduct of teaching in presence will be allowed, that is, it will be possible to take the children to school and go to pick them up and they will be allowed to return to their home or residence;
– Any movement to a municipality other than that of residence, domicile or domicile will be prohibited, except for a proven need for work or study, for health reasons, for situations of need or to carry out activities or take advantage of services not suspended and not available. in your own municipality;
– Bars, pubs, restaurants, ice cream parlors and pastry shops will be closed, except for dining rooms and catering. Only catering with home delivery is allowed.
To circulate in the Region, self-certification will not be necessary: in the event that it is necessary to go to a “red” Region for non-delegable reasons, it will be necessary to have it, and it can be found here.
Rules based on regional ordinances in Emilia and Friuli
– Masks must always be worn, even outdoors, except for those under 6 years of age, those who carry out intense sports activities, the disabled, assistants and people who cannot wear them for medical reasons. In case of going down to eat or smoke, the distance of one meter must be ensured. The use is mandatory in public means of transport, and in private if there are no partners.
– It is not allowed to walk through the streets and squares of historic centers, cities and busy areas. Sports activities (running, cycling: in any case, it must be done individually) and motor activities (walking, to be done with a mask) should preferably be carried out in green and peripheral areas.
– In the days before the holidays, the large and medium-sized sales structures are closed, both with single stores and with multiple stores, including iutlets. Only grocery stores, pharmacies and parapharmacies, tobacconists and newsagents remain open.
– On holidays any type of sale is prohibited, including small shops and neighborhood stores, with the exception of the same categories (food, pharmacies and parapharmacies, tobacconists and kiosks).
– One person per household can enter the stores, except to accompany people with difficulties or those under 14 years of age. In shopping centers and supermarkets, access for people over 65 should be favored in the first two hours of opening (but this is not an obligation).
– The outdoor market is prohibited except in municipalities where the mayors have drawn up a plan that provides for the perimeter of the outdoor area, a single access and an exit door, there is surveillance that verifies distances, collection and access control.
– Gymnastics, singing and wind instrument classes are suspended in primary and secondary schools, considered high risk.
