REGGIO EMILIA. It was expected from Wednesday, after the meeting between the President of the Region and the mayors of the capital municipalities of Emilia Romagna and, in view of the weekend, the new ordinance that introduces new measures, more restrictive than the previous one, was fired by Stefano Bonaccini. Government decree, to avoid gatherings and risk situations, especially during free time.
These, in short, are the new measures that are adopted from Saturday, November 14 to Thursday, December 3 throughout Emilia-Romagna: mask always on, from the moment you leave home; In the days prior to holidays and bank holidays, medium and large sales areas are closed, including all shopping complexes, with the addition, on holidays, of the stop to all sales activities, including neighborhood shops (pharmacies, parapharmacies , food, tobacconists and kiosks the only exceptions provided, and the catering establishments remain open even within the limits established by the current government decree). Always, however, only one member per family unit may enter stores and any sales establishment, without prejudice to the need to accompany people with difficulties or children under 14 years of age. There are no markets in public or private areas unless there are Municipal Plans that provide specific rules (perimeter, differentiated access and exit doors, public and private surveillance on the application of the rules of distancing and security).
And again: the consumption of food and beverages is always prohibited in a public area or open to the public, while from 15 to 18 the administration and consumption can only take place sitting outside and inside the premises, and in “usually placed” places . that from 6 to 5 in the morning the activity is suspended based on the current government decree).
On the other hand, the sale with home delivery is always allowed and is “highly recommended”.
Sports and physical activity should be carried out preferably in green and peripheral areas, and in no case can it be carried out in the historic centers of cities and in crowded areas, for example the streets and central squares or the boardwalk, always remaining spaced. Naturally, it will be up to the mayors to establish more specific limitations.
Finally, classes for gymnastics, singing and wind instruments are suspended in primary and secondary schools, considered high risk. Measure inserted with prudence pending new indications from the national scientific technical committee.
The ordinance also establishes that beyond the training activity already regulated by the last decree of Giuseppe Conte, all the rest must be carried out remotely (example: language courses, theater, photography, etc.).
The ordinance signed by the President of the Region, Stefano Bonaccini, valid in Emilia-Romagna from Saturday, November 14 to December 3, contains new restrictive measures, in addition to the national ones already in force on the basis of the latest decree governmental and planned for the areas of the yellow band, which have the objective of slowing the spread of the infection, protecting public health and ensuring the full functioning of the regional health structures.
The order is taken in agreement with the presidents of Veneto and Friuli Venezia Giulia, respectively Luca Zaia and Massimiliano Fedriga, in agreement with the Minister of Health, Roberto Speranza. To further limit risk situations, movements and, above all, gatherings and the concentration of people who also met last weekend. The order was also shared with the prefects, to underline the need for stricter controls and the consequent sanctions, together with local administrations.
“We have before us an objective that must be everyone’s: to stop contagion and reverse the pandemic curve _ says President Bonaccini _. It is the priority. And we can achieve it by respecting the rules, with a sense of responsibility and without panic. We need unity and share, recover the common spirit that characterized the first phase of the health emergency, protect people’s health, guarantee the possibility for health establishments to guarantee care and assistance services, not indiscriminately penalize work and economic activities. The planned measures are detailed below
_ Always mandatory masks as soon as you leave home

Exceptions are those under six years of age, those who are doing sports and those with pathologies or disabilities incompatible with the use of the mask itself, as well as for those who interact with these subjects in the same incompatibility. In the event of temporary lowering of the mask to consume food or beverages or to smoke, the minimum distance of one meter must be respected in any case, except as provided by more restrictive protocols or specific provisions.
_ Sports activity in green areas, not in historic centers and crowded areas
Outdoor sports and physical activities are allowed, preferably in public parks, green areas, rural and suburban areas, if they are accessible, always respecting the interpersonal safety distance of at least 2 meters for sports and at least one meter for any other activity. In any case, such activities are not possible in the streets and squares of the historic city center, nor in the usually crowded areas.
_ Consumption of food and beverages prohibited in public areas or open to the public, from 3:00 p.m. to 6:00 p.m., administration and consumption only when sitting outside and inside the premises
From 3:00 p.m. to 6:00 p.m., the activity of food and beverage administration can only be carried out with consumption sitting both inside and outside the enclosure, in places usually arranged.
The consumption of food and beverages is then prohibited in a public area or open to the public, unless, as in the previous point, they sit in seats regularly placed both inside and outside the premises.
_ Only one person per household in shops and points of sale
In commercial establishments, access is allowed to only one person per family, without prejudice to the need to accompany people with difficulties or those under 14 years of age.
_ Stop the markets in the absence of precise rules established by the Municipalities
Commercial activity in the form of an open-air market in a public or private area is prohibited, except in Municipalities in which the mayors have adopted a specific plan, delivered to merchants, that establishes the following minimum conditions:
a) a perimeter in the case of open air markets;
b) presence of a single access door separated from the exit door;
c) public or private surveillance that verifies social distances and compliance with the collection prohibition as well as control of access to the sales area;
d) Application of the form related to retail trade in public spaces contained in Annex 9 of the Government decree of November 3, 2020.
Naturally, the reference is only to the weekly municipal markets, as all other activities are already suspended.
_ Large and medium-sized sales structures and shopping complexes close on the eve of holidays, holidays also stop for any sales activity
In the days leading up to holidays and holidays, large and medium-sized sales structures, both with a single store and with several stores, however connected, including shopping complexes, are closed to the public, except for the sale of food, pharmacies . , parapharmacies, tobacconists and kiosks.
