PORDENONE AND UDINE: the data is the best in northern Italy and, in part, also in central Italy. The hospital system is currently in a state of emergency (as in the rest of the country), the occupancy values of the rooms are never below the threshold, that is, they do not reach 30 percent of the available places. The Rt index, however, is at 1.6. It means that the epidemic is advancing. It is not an absolute novelty, because the data of the infection is visible to everyone, but it is a fact that yesterday prompted the Region to change direction, playing with anticipation. After a consultation with the Presidents of Veneto and Emilia Romagna, in fact, Massimiliano Fedriga has embarked on the path of rigorism. And the citizens of the Fvg now have to prepare for a new more restrictive local ordinance: gatherings and nightlife under close observation, so crowded streets, bars and restaurants will be at risk. Again, probably from Friday.
THE DETAILS
Premise: the Fvg will not change areas at the moment. It will remain a yellow zone. The data provided by the experts, who speak of the less serious epidemiological situation in northern Italy, remain there. They have not been changed. But the Region is considering measures that can accelerate the decline in the contagion curve, limiting as much as possible the opportunities that naturally lead to favoring gatherings. How can you proceed in these cases? The well-known instrument will be that of the regional ordinance. The agreement with Veneto and Emilia Romagna has little to do with this. The Fvg can also act alone. In the Region, two “fronds” clashed: a sanctioner, recently joined by President Fedriga, and another who would have preferred to wait for the effects of the measures already in force. In the last hours, however, the winger who “cheered” the immediate measures won. Which? There are not many options on the ground. For example, there is an additional limitation on the opening hours of bars and restaurants. Today they close strictly at 6 in the afternoon, but in some cases – especially in the main cities of the region – there have been “early” snacks, which have favored the gatherings. For this reason, the idea of the Region is to move the closing time to at least 16. Another measure could affect specific streets in the largest cities. An example? Via Torino in Trieste, the heart of the nightlife of the regional capital. The ordinance could declare it a “red zone”. allowing transit only to residents and those attending legally open activities.

The monitoring of the Higher Institute of Health places the Fvg in a particular band: contagion increases (the RT testifies to this) but the risk to health is less than that of other territories. As has always been said, the hospital system is holding out for now. But in the same relationship, the Fvg is also among the territories that, anticipating some measures, could contribute to more strongly bend the contagion curve. The authorities are aware of the damage they would cause to merchants, but on the other hand soft drinks would at least partially cover the losses. Finally, an important fact: the new ordinance will not limit the possibility of movement of people before 10:00 p.m.
THE MESSAGE
“The moment is difficult for all of us,” Fedriga said. Together with Zaia and Bonaccini we hypothesized measures against meetings without affecting economic activities too much. Let’s fight together again not to overcrowd the hospitals and allow treatment.
