What changes with the transition from yellow zone to orange zone? With the order of the Minister of Health Roberto Speranza, millions of Italians residing in Abruzzo, Basilicata, Liguria, Umbria and Tuscany will have to deal with stricter rules than those to which they had been subject until today. In light of what was decided yesterday during the meeting between regional presidents, CTS and government officials, Italy is divided today as follows:
Red zone: Valle d’Aosta, Piedmont, Lombardy and Calabria.
Orange zone: Abruzzo, Basilicata, Liguria, Umbria, Tuscany, Puglia and Sicily.
Yellow zone: Trentino, Veneto, Friuli Venezia Giulia, Emilia Romagna, Marche, Lazio, Molise and Sardinia.
The ordinance signed by Speranza will come into force tomorrow, Wednesday, November 11, 2020. Let’s see what changes for citizens living in the orange regions, based on the provisions of the Dpcm and the clarifications published on the government website (the so-called Faq).
Moving and self-certification: what changes for those who live in the orange regions
The news are not few. Let’s start by saying that the passage from the yellow zone to the orange one changes the travel rules: for example, it is forbidden to move to another municipality if it does not have a valid reason (work, health or need) and “any movement in and out of the territories except for motivated movements “. To leave your Municipality or Region it will be necessary, therefore, to obtain self-certification, as long as you have a good reason. On the other hand, the movements strictly necessary to ensure the realization of face-to-face teaching are allowed, as well as “it is allowed to return to your home, domicile or residence”. There is no problem even to move within your municipality from 5 to 22: it will be possible to do so without having to complete the self-certification.
Bars and restaurants: what changes in the orange areas
Another important novelty concerns the catering business. In the orange regions, service is prohibited in bars, pubs, restaurants, ice cream parlors, patisseries, with the exception of dining rooms and catering. However, the home delivery service is allowed until 10:00 p.m., with take-away catering, with prohibition of consumption on the spot or in the immediate vicinity.

On the Palazzo Chigi website, there is a special section with frequently asked questions (Faq) to clarify the doubts of citizens. For example:
“Is it allowed to enter or remain inside bars, restaurants and other places for catering (pubs, ice cream parlors, pastry shops …), if the consumption of food inside is suspended?” The answer to this question is generally affirmative, but within this store you can only stop “for the time strictly necessary to purchase take-out products.” The government clarifies that in the orange areas (and also in the red ones) the hotel restaurants remain open, but only for the clients who stay there. Therefore, catering is allowed (without a time limit) only within the hotel or accommodation where you are staying ”.
The recommendation not to welcome people who do not live together
Regarding travel, the Government clarifies that “with regard to private homes, it is strongly recommended not to receive people who are not living together, except for work needs or situations of need and urgency. It is recommended to work remotely, whenever possible, or to take vacations or go out. ”
Can I go shopping in another municipality?
What if I want to leave my city to go shopping? In this case, the derogation is allowed only if the goods or services that I intend to buy are not available in your municipality.
“Therefore, where the municipality does not have points of sale (or, for example, the post office), or it is necessary to buy basic necessities not available in the municipality of residence or domicile, the movement is allowed only within these strict limits, which must be self-certified. “
Orange Zones: What Changes for Stores?
The Faq also specifies that you can also go out to buy goods other than food: in the orange areas, in fact, most stores remain open “there are no restrictions on the categories of products that can be purchased.” In general, as we explained previously from 22 to 5 in the morning, you can freely go out through your municipality without having to justify anything: is it allowed to take the dog out, go to a park, go for a walk, etc.?
Can I go take care of a relative or visit the children?
The government clarifies that in the orange areas it is allowed to go to care for a dependent relative or friend without a time limit. Just as it is allowed to go out and “reunite minors with the other parent or in any case in the foster home, or take them with you, it is also allowed between municipalities in different areas. Said movements – read the Faq – must in any case take place choosing the shortest route and complying with all health requirements ”. Even if it is “strongly discouraged”, you are also allowed to travel to accompany your children to their grandparents.
Is it possible to use the car with people who do not live together?
The answer is yes, as long as certain safety measures are respected “that is, with the presence only of the driver in the front of the car and a maximum of two passengers for each additional row of rear seats, with the obligation that all passengers passengers wear a mask. The obligation to wear the mask can be waived only in the case that the car is equipped with a physical separator (Plexiglas) between the front and rear row of the car, allowing in this case the presence only of the driver in the first row and only a passenger for the back row. ”
Orange regions: when self-certification is required
About self-certification in the orange regions it is necessary if you have to move outside your own municipality or your region. Unlike the red zones, in the orange zones you can move freely but only from 5 to 22. At night you have to bring the self-declaration.
