Unity means solidarity, not homogeneity. These are not happy days for the red zones. Citizens are forced into a new regime that is highly penalizing because it involves measures that limit circulation and run the risk of depressing many restaurateurs, businessmen and economic operators. But also the orange and yellow areas are subject to restrictive measures, although to a different degree. We do not do all of this lightly. Only in this way can we fight Covid and win this battle. We hope as soon as possible.
Salvini accuses the government of making political decisions to punish the center-right boards and reward those of the center-left. Is the right looking for the shoulder?
Those who accuse us of acting out of bad faith political discrimination. There is no will to penalize some areas at the expense of others. There is no margin of political discretion in Minister Speranza’s order. Regions are an integral part of this mechanism.
There are regions where the virus is fast moving, such as Campania, which are in the yellow band. Won’t you come back, even if many complain about the lack of transparency and accuse you of making a decision based on old and incomplete data?
No, we are not going back on this. The alternative to this system is to close the country again with enormous damage to all. In this case, a common evil would not be half the joy, but a disaster for everyone.
The latest bulletin speaks of 446 deaths and 37,809 cases. Why can’t your measures stop the Covid-19 fever? And why does the government always seem to be chasing after the virus?
This train is running faster and faster and we have to stop it. that is why we have gradually introduced “speed bumps” with the first Dpcm. When it is objected that the mandatory mask outdoors and indoors did not work, I reply that the infected, the dead, the sick in intensive care without this obligation would have been many more.
Why all these Dpcm? Are you afraid that intensive care is not enough with these numbers?
Just to prevent this moving train from reaching us and overwhelming our health services, we have been forced to intervene again. The virus is now spreading rapidly across the country, so much so that there are no green regions. This means that we will hardly be able to transport patients from one region to another if the curve continues to increase exponentially. In the spring, Germany helped us, but now this would not be possible and, therefore, we must have the curve under control and the country in safety.
The governor of Piedmont Alberto Cirio furious because in Naples the pizzerias can remain open and in Turin not. He opposes the Dpcm and accuses it of making decisions without logic. How do you respond?
The monitoring does not stop solely at considering the speed of transmission of the infection, but takes into account up to 21 parameters that summarize the risk condition of the entire territory, with special attention to the stress that occurs in health services. Why should a region with less suffering suffer the same restrictions that apply to a region with more suffering?
A challenge arose between the governors, as if yellow, orange and red were licenses for good or bad administration. Is there a risk that the Regions falsify the data or transmit only part of it?
I don’t even dare to think that. It would mean knowingly endangering the lives of fellow citizens with criminally relevant conduct. In any case, the territories that today are in more critical conditions with the most severe care may soon return to a less restrictive band.
Will the composition of the control room change to defuse controversy and make elections more transparent?
The Conference of Regions has appointed three experts to be part of the control room. Finally, the results of the follow-up are also shared by the CTS. In any case, he wanted a provision to be included in the restoration decree that contributes to making the monitoring mechanism even clearer and more transparent, so that the scientific community and all citizens can access this information.

Switching to distance education, especially for upper secondary schools, was a very painful decision. However, we guarantee the opening of the workshops and the presence of students with disabilities and special educational needs. We will limit this measure to what is strictly necessary.
Did the first summit with the leaders of the legislative pact really go so well or is it making the best of a bad situation?
It was a very constructive discussion, which served to reaffirm the common will to update the government program, defining as a priority the reform projects to be implemented.
For Renzi it was the first time at Palazzo Chigi after his resignation. Does the former prime minister want a shakeup?
In the political confrontation there were no reasons for reorganization, but for specific projects and objectives.
Does the axis between Zingaretti and Renzi reinforce the suspicion that part of the majority works in a government of national unity?
That there is a greater understanding between the majority forces and their leaders is my own wish. Cohesion is the necessary premise to modernize the country and overcome the challenges that await us from now until the end of the mandate.

I can’t imagine Christmas parties with hugs and kisses, dinners and bingo. I hope that we gain some peace of mind and that the economy can function at full capacity.
If other Regions entered the orange or red zone, will the money be enough for everyone?
In the new provisioning decree we have inserted a special fund, precisely to provide new resources to the Regions that worsen their level of risk. We increased the compensation because we realized that those who paid for the spring lock were not enough. We have also expanded the range of beneficiaries to broaden economic activities.
Is VAT reprogramming no longer possible?
A clean cut in this phase is a difficult path to follow, also due to the high costs that would burden the state coffers.

How do you explain the decline in polls? Are Italians disappointed with the way you handled the second wave?
Let’s be serious, the only thing that interests me is the decrease in the epidemiological curve, the decrease in hospitalizations and intensive care. A pandemic is not governed by polls.
