With the new Dpcm Italy has been divided into three macro areas according to the epidemiological situation. With the entry into force of the new decree self certification (or self-declaration) will be indispensable for all (or almost all) Italian citizens. The form to be presented to the police officers is the one issued by the Ministry of the Interior in October.
Self-declaration in accordance with articles 46 and 47 of Presidential Decree no. 445/2000 is also in the possession of the police officers and can be completed at the time of control.
The signer must declare that his own change It is determined by:
- proven business needs
- health reasons
- other reasons admitted by current regulations or by decrees, ordinances and other provisions mentioned above that define the measures to prevent the spread of contagion;
You must also indicate on the form self certification:
- your usual address;
- a valid telephone contact;
- not being subject to the quarantine measure or not having tested positive for Covid-19 (except for movements ordered by the health authorities);
- Be “aware of the criminal consequences provided for in the event of false statements to public officials” regulated by article 495 of the Code of Criminal Procedure.

Self-certification: when needed in the red zones
But when and where Is it necessary to show self-certification? It all depends on the “color” of your region. In high-risk areas (Calabria, Lombardy, Piedmont and Valle d’Aosta) self-certification is practically always required: Dpcm in force since November 6, 2020 in fact, it prohibits any movement that is not for reasons of work, health or necessity. There are few exceptions: the inhabitants of the regions in question can leave the house to do the shopping, accompany their children to school, jog and engage in “physical activity” outdoors whenever they are close to home. But to get around, you need a self-declaration.
Orange regions: when self-certification is required
In the orange areas (Puglia and Sicily), self-certification is only necessary if you have to move out of your municipality or region and start at 10 pm to move within your municipality. Unlike the red areas, in the orange regions you can move freely in your municipality from 5 to 22 without having to justify anything.
Self-certification: when needed in the yellow regions
In the rest of the national territory, self certification It is only necessary to move within your municipality from 10 to 5. In this time slot to leave the house you must have a valid reason (health, work or proven urgent reasons).
According to Giuseppe Conte’s announcement, the regions that fall into the “yellow zone” are the following:
Abruzzo, Basilicata, Campania, Emilia-Romagna, Friuli Venezia Giulia, Lazio, Liguria, Marche, Molise, Sardinia, Tuscany, Umbria and Veneto, Province of Trento.
In these regions you can move freely between the municipalities and you can also move to the other yellow regions without having to present self certification.
