Yesterday, Wednesday, November 4, division of the Italian regions into three bands: red, orange and yellow. Each band corresponds to a series of constraints, increasing from yellow to red.



As Prime Minister Conte explained addressing the House, to define the classification of a Region in one of these bands are 21 indicators, which define a risk coefficient. The weekly and algorithmic analysis of the data provided by the Regions can determine the movements of the Regions themselves between the yellow and orange bands and towards the red zone. Already red regions, on the other hand, should stay red for at least two weeks.
Thus– Based on what the data will say in a week, for example, Campania could go from the yellow zone to the orange, Puglia could turn yellow or red, but in no way could Piedmont or Lombardy fall into the orange and yellow categories.

I 21 indicators are indicated in a provision of the Ministry of Health of April 30 and must meet three requirements:
1. tracking ability
2. ability to diagnose, investigate and manage contacts
3. results related to the stability of transmission and the resilience of health services

Monitoring capabilities

1. Number of symptomatic cases reported by month in which the date of symptomatic onset is indicated / total symptomatic cases reported to the surveillance system in the same period.
2. Number of reported cases per month with a history of hospital admission (in wards other than the intensive care ICU) indicating the date of admission / total cases with a history of hospital admission (in wards other than the ICU) reported to the surveillance system in the same period.
3.Number of cases reported per monthwith history of transfer / admission to the intensive care unit (ICU) indicating date of transfer or admission to ICU / total number of cases with a history of transfer / admission to intensive care notified to the surveillance system in the same period.
4. Number of cases reported per month in which Place of residence or residence / total of cases reported to the surveillance system in the same period.
5. Number of Check list administered weekly to residential health and social facilities (optional).
6. Number of residential social and health structures respond to the weekly checklist with at least one criticality found (optional).

Ability to diagnose and manage contacts.

1. Percentage of positive swabs excluding, as far as possible, all detection and “reevaluation” activities of the same subjects, in general and by macro-concept (territorial, HCP / hospital, others) per month.
2. Time between date first symptoms and date of diagnosis.
3. Time between the date of appearance of symptoms and isolation date (Optional).
Four. Number, type of professional figures and time / person dedicated in each territorial service to locating contacts.
5. Number, type of professional figures and time / person dedicated in each territorial service to sampling / sending activities to reference laboratories and close contact monitoring and cases placed in quarantine and isolation respectively.
6. Number of confirmed cases of infection in the region for which a periodic epidemiological investigation was carried out with the search for close contacts / total of new confirmed cases of infection.

Stability of transmission and stability of health services.

1. Number of cases reported to Civil Protection in the last 14 days.
2. Rt calculated on the basis of integrated ISS surveillance (two indicators will be used, based on the date of onset of symptoms and the date of hospitalization).
3. Number of cases reported to sentinel COVID surveillancenet per week (optional).
4. Number of cases by date of diagnosis and by date of appearance of symptoms reported to the integrated surveillance of COVID-19 per day.
5. Number of new transmission outbreaks (2 or more epidemiologically linked cases or an unexpected increase in the number of cases at a defined time and place).
6. Number of new cases of confirmed SARS-CoV-2 infection by Region not associated with known transmission chains.
7. Number of access to PD with ICD-9 classification compatible with syndromic imaging attributable to COVID-19 (optional).
8. Rate occupancy of total ICU beds (code 49) for COVID-19 patients.
9. Employment rate ofthe total number of beds in the Medical Area for COVID-19 patients.
