Free movement between “yellow” regions
Those who live in a “yellow” region have no problem getting around in their municipality of residence and in their region. And it can also move to another yellow region. Although the Dpcm points out that “in any case it is highly recommended, during the rest of the day, not to travel in public or private means of transport, except for work, study, health, need situations or to carry out activities or use non-suspended services. “However, the recommendation is not an obligation. You can move to another” yellow “region without the need for self-certification. From a yellow region you can move to a red one (currently Piedmont, Lombardy, Valle d’Aosta and Calabria) or to an orange (Sicily and Puglia), however, only for “proven work needs or situations of need or for health reasons.” And in this case you need the self-certification form.

Those who live in the regions that fall under the red scenario (“maximum severity and high risk”) but also those who reside in the orange band (“high severity and high risk”) cannot leave their municipality of residence or domicile. Therefore, the movements between red regions (for example, between Lombardy and Piedmont) and orange regions (for the moment it is only a theoretical case), or between a red and orange region (here again, it is only a theoretical case) are prohibited. Except “proven work, health need or needs”. But I can cross, without limitations, a region in a red band or an orange band to go to a yellow one. In fact, the Dpcm says that transit is allowed “if it is necessary to reach other territories not subject to travel restrictions.”
What about second homes
Therefore, those who live in the red or orange regions will not be able to move to second homes if these are in a “red” or “orange” municipality (moving will be allowed, with self-certification, only by necessity, for example in case of urgent work or breakdowns that endanger the home). But you can do it to get to the second house if you are in a yellow region. In the orange regions you can go to the second house within the same municipality. Whereas if a citizen living in a yellow region owns a second home in a red or orange region, he will not be able to reach it (except, always, for urgent works or breakdowns that put the home at risk). Instead, you can do it by moving from a yellow region to a second house in another yellow region.
