In view of the new Dpcm, which will come into effect from Friday 6th, Prime Minister Giuseppe Conte spoke at the press conference:
“I summarize the current panorama. The situation seems particularly critical. The virus in Italy, but also throughout Europe, is circulating and running strong and also violent. We must intervene immediately to stop the virus, pending vaccines. But now we have a monitoring system that is based on 21 parameters. A compass that shows us how and where to intervene.
If we introduce single measures throughout the national territory, we would produce a double negative effect: on the one hand, not taking effective measures for the higher risk regions, on the other hand we would impose unreasonably restrictive measures for the areas of the country where the situation is less serious.
We have divided the entire peninsula into three zones: yellow, orange, red, each with its own measurements. It will take effect from Friday the 6th to give everyone adequate time to organize all the activities. Minister Speranza identified the regions and the division into bands.
In the yellow zone, with low risk of criticality: Abruzzo, Basilicata, Campania, Emilia-Romagna, Friuli Venezia Giulia, Lazio, Liguria, Marche, Molise, Umbria, Veneto, Tuscany, Sardinia, Province of Trento and Bolzano. Here: curfew from 9:00 p.m. to 5:00 a.m. except for work, necessity and health reasons. On holidays and the eve of holidays, the stores in the shopping centers close. Museums and exhibitions closed, cinemas, DAD passes high school, except for students with disabilities. Face-to-face lessons continue for kindergartens, primary and secondary schools. Orange, with a medium-high level of criticality: Puglia and Sicilia. 22 a.m. curfew In addition: it is forbidden to move within and outside the Region and from one Municipality to another, unless reasons for work, study, health, need or use of services not available in the Municipality itself are demonstrated. Bars and restaurants are also closed here seven days a day, but can run for take out until 10pm and unrestricted home delivery. There are no green areas, the pandemic runs everywhere, there are no Regions that can escape these regimes of measures. The new Dpcm will go into effect on Friday, November 6 until December 3. Then, with future ordinances, the Minister of Health will provide updates on the status of the Regions. The result of the periodic monitoring is carried out by the ISS, the Ministry of Health and representatives of the Region. If a Region is in a stable condition for no less than 14 days, with lower risk, it may be subject to a less restrictive regime of measures. I asked Speranza and the ISS director to share the monitoring data, this information is already shared by the individual Regions. We want this data to be accessible to the scientific community and to all citizens.
We have no alternative, we must accept these measures. We understand discomfort and suffering, but we have to endure. We are already working to mitigate the negative effects on the economic situation. Already this week we will bring to the council of ministers a new decree law, which will bring compensation to affected workers, a refreshing bis decree. We will try to provide benefits and credit directly to the accounts of the affected economic operators, along with other support measures that we will take. Long and difficult months await us, but by respecting the rules we can cool down the epidemiological curve and regain a margin of serenity.
Is it possible to delimit unique red provinces within yellow regions? The follow-up was also explained to us at the provincial level, the lower the granularity the more we have to be careful, but we have also foreseen, in particular conditions, a differentiation within the Regions. But the system is built on a regional basis.
Do you reorganize? In reality, no political force has asked me to operate. Given the problems we face and the criticality the country faces, reorganization seems to me to be a matter of little interest to citizens and not to political forces. I requested a meeting with the majority leaders to assess the political priorities for government action. We must also think about the future, about the Italian recovery plan, about all the other initiatives, including those of constitutional importance, that we can take. It is good to face up to give new impetus to government action.
The comparison with the regions is always there. This monitoring system has been approved and prepared also with the representatives of the Regions. There is a control room that receives this flow of information from the Regions themselves. Therefore, the Regions are not an alter ego with respect to the system, but are an integral part of it “.
