During a press conference organized in the evening at Palazzo Chigi, Prime Minister Giuseppe Conte spoke about the measures contained in the DPCM (decree of the President of the Council of Ministers) approved on Tuesday, November 3 to limit the spread of the pandemic of coronavirus. The entry into force of the DPCM has been postponed one day: the new restrictions will be valid as of Friday, November 6, and no longer as of November 5, as previously announced, “so that everyone has time to organize their activities.”
The prime minister explained that the measures will be “differentiated and well targeted. The greater the circulation of the virus and the risk of paralysis of health services, the more restrictive will be the measures that we are going to introduce. If, on the other hand, we introduce single measures throughout the national territory, we would produce a double negative effect: on the one hand, not taking adequate and effective measures in the regions that are currently at greater risk and imposing unreasonably restrictive measures in those areas of the country where the situation is less serious. Therefore, the regions were assigned to three different areas that Conte named “yellow, orange and red”, each with its own restrictive measures. The three groups with moderate, medium-high and high criticality were identified on the basis of the Rt index and 21 parameters, including the number of hospital admissions and the percentage of positive swabs in all swabs performed.
L ‘yellow zone – that the last DPCM defines “scenarios 1 and 2” based on the document “Prevention and response to COVID-19; evolution of the strategy and planning in the transition phase for the autumn-winter period” of the Istituto Superiore di Sanità – contains localized outbreaks that can be managed by the health system. Includes: Abruzzo, Basilicata, Campania, Emilia-Romagna, Friuli Venezia Giulia, Lazio, Liguria, Marche, Molise, Autonomous Province of Bolzano, Autonomous Province of Trento, Sardinia, Tuscany, Umbria and Veneto.
Nell ‘orange area – which the DPCM defines as “scenario 3” – there are Puglia and Sicily.
L ‘rossa zone, called “scenario 4” in the DPCM, is one in which the transmissibility of the virus is widespread and more severe and requires more drastic restrictive measures. Includes Calabria, Lombardy, Piedmont and Valle d’Aosta.
“In the last week monitored from October 19 to 25, the number of new cases almost doubled compared to the previous week (…). Compared with infected people, it is true, the number of asymptomatic patients is increasing, the number of people attending intensive care decreases in percentage, but it is true that global numbers are constantly increasing and imply a high probability that many regions will exceed those thresholds. Criticisms of medical and intensive care already in the coming weeks, ”said Conte. The decision to include a region in scenario 3 (orange) or 4 (red) rests with the Minister of Health, who, the prime minister explained, “has just approved an ordinance.” If there are improvements in the areas, Conte said, the measures could be modified, according to the president of the region: “The orders of the Minister of Health will not be arbitrary or discretionary because they will incorporate the results of the periodic monitoring.”
Conte finally announced that a new “provisioning decree” will be approved tomorrow, an economic measure to help workers and companies affected by the restrictions. Responding to a question, he said he did not want to anticipate a figure: “It is clear that the accounting department is working, but there are certainly enough funds for the decree. They could amount to 1.5-2 billion ”.
YELLOW AREA
In the regions designated as the “yellow zone” the so-called “curfew” will be implemented from 10:00 pm to 5:00 am, after which people will no longer be able to circulate except for “proven reasons of work, needs and health” that they must self-certify. Shopping centers will be closed on Saturdays and Sundays except for pharmacies, parapharmacies, health centers, grocery stores, tobacconists and kiosks inside. The museums and exhibitions will be closed, as well as the betting and gaming rooms.
Teaching must be carried out entirely remotely in institutes, except for laboratory activities and for students with disabilities, while for primary and secondary schools and for nursery services it will be possible to carry out face-to-face teaching activities but with mandatory use of masks (except for children under 6 years). On public holidays and the eve of public holidays, medium and large sales structures will be closed, but pharmacies, food outlets, tobacconists and newsstands may remain open.
The maximum capacity of public transport will be reduced to 50 percent.
Restaurants and bars may remain open from 5 to 18: consumption at the table will be allowed for a maximum of four people per table, unless they all live together; after 6 pm it will be forbidden to consume food and beverages in public places open to the public. Catering with home delivery will continue to be allowed and catering with takeaway food until 10:00 p.m., with prohibition of consumption on site.
ORANGE ZONE
In the regions included in this scenario, as of November 6, any movement in and out of the region will be prohibited, except those motivated by proven labor needs or situations of need or for health reasons. In any case, it will be allowed to move around and leave the municipality or region itself to guarantee that face-to-face teaching takes place: these movements, therefore, concern teachers, students and their caregivers. Instead, you will be allowed to return to your home, home, or residence.
It will also be forbidden to travel by public or private means of transport to a municipality other than that of residence, domicile or domicile, unless there is a proven need for work or study, for health reasons, for situations of need or to carry out activities or use. of services not suspended and not available in your municipality. For those who live in the territories included in scenario 3, there are no limits to travel within the municipality of residence, so they can freely leave the house.
All catering services (restaurants, bars, pubs, ice cream parlors, patisseries) must be suspended, with the exception of dining rooms and continuous catering on a contractual basis. Only catering with home delivery and catering with takeaway food is allowed until 10:00 p.m., with prohibition of consumption on site. The food and beverage service points located in the service and refueling areas of highways, hospitals and airports remain open.
ROSSA AREA
In the red regions, as of November 6, any movement in and out of the municipalities of residence or domicile will be prohibited and leaving the home will be prohibited except for proven work needs or situations of need or for health reasons. In any case, the movements strictly necessary to ensure the realization of face-to-face teaching will be allowed within the limits in which it is allowed.
All catering services will be suspended and only home delivery will be allowed and catering with takeout will be allowed until 10:00 p.m. Unlike scenario 3, retail business activities are suspended, except for the sale of food and basic necessities, even in shopping centers, which will remain open only to allow access to these activities. The markets will remain closed, regardless of the type of activity that is carried out, except those destined to the sale of food products only. Newsstands, tobacconists, pharmacies, parapharmacies and some activities related to personal services will remain open, including hairdressers, barbers and laundries.
All group sports activities will be suspended, including those carried out in outdoor sports centers, but physical activities are allowed close to home, respecting physical distance and with the obligation of a mask. Instead, individual sports activities will be allowed, but outdoors. School activities will be carried out exclusively at a distance, with the exception of kindergarten, primary and secondary school.
