During a press conference organized in the evening at Palazzo Chigi, Prime Minister Giuseppe Conte spoke about the measures contained in the DPCM (decree of the President of the Council of Ministers) approved on Tuesday, November 3, to contain the spread of the pandemic of coronavirus. The entry into force of the DPCM has been postponed one day: the new restrictions will be valid from Friday, November 6, no more from tomorrow, as previously announced.

Conte said the measures will be “differentiated and well targeted.” The regions were assigned to three different areas: “yellow, orange and red area”, three risk bands identified on the basis of the Rt index and 21 parameters including the number of hospital admissions and the percentage of positive swabs in all swabs done.

L ‘yellow zone (containing localized outbreaks manageable by the health system) includes: Abruzzo, Basilicata, Campania, Emilia-Romagna, Friuli-Venezia Giulia, Lazio, Liguria, Marche, Molise, Veneto, Trento and Bolzano, Sardinia, Tuscany, Umbria.

L ‘rossa zone, one in which the transmissibility of the virus is generalized and more serious and that requires more drastic restrictive measures, includes Calabria, Lombardy, Piedmont and Valle d’Aosta. In the coming days, Conte said, it will be evaluated whether to move a certain territory to a different scenario than the one assigned to date, or whether it remains where it is.

YELLOW AREA
In the regions indicated as the “yellow zone”, the so-called “curfew” will be introduced at 10 pm, after which people will no longer be able to walk. To circulate it will be necessary to self-certify a labor or health need. The museums and exhibitions will be closed, as well as the betting and gaming rooms.

Teaching must be carried out completely remotely in institutes, except for laboratory activities, while for primary and secondary schools and for childcare services it will be possible to carry out teaching activities in the presence but with the mandatory use of masks (except for children under 6 years). On public holidays and the eve of public holidays, medium and large sales structures will be closed, but pharmacies, food outlets, tobacconists and newsstands may remain open.

The maximum capacity of public transport will be reduced to 50 percent.

Restaurants and bars may remain open from 5 to 18: consumption at the table will be allowed for a maximum of four people per table, unless they all live together; after 6 pm it will be forbidden to consume food and beverages in public places open to the public. Catering with home delivery will continue to be allowed and catering with takeaway food until 10:00 p.m., with prohibition of consumption on site.

ORANGE ZONE
In the regions included in this scenario, as of November 6, any movement in and out of the region will be prohibited, except those motivated by proven labor needs or situations of need or for health reasons. In any case, it will be allowed to move around and leave the municipality or region itself to guarantee that face-to-face teaching takes place: these movements, therefore, concern teachers, students and their caregivers. Instead, you will be allowed to return to your home, home, or residence.

It will also be forbidden to travel by public or private means of transport to a municipality other than that of residence, domicile or domicile, unless there is a proven need for work or study, for health reasons, for situations of need or to carry out activities or use. of services not suspended and not available in your municipality. For those who live in the territories included in scenario 3, there are no limits to travel within the municipality of residence, so they can freely leave the house.

All catering services (restaurants, bars, pubs, ice cream parlors, patisseries) must be suspended, with the exception of dining rooms and continuous catering on a contractual basis. Only catering with home delivery and catering with takeaway food is allowed until 10:00 p.m., with prohibition of consumption on site. The food and beverage service points located in the service and refueling areas of highways, hospitals and airports remain open.

ROSSA AREA
In the red regions, as of November 6, any movement in and out of the municipalities of residence or domicile will be prohibited and leaving the home will be prohibited except for proven work needs or situations of need or for health reasons. In any case, the movements strictly necessary to ensure the realization of face-to-face teaching will be allowed within the limits in which it is allowed.

All catering services will be suspended and only home delivery will be allowed and catering with takeout will be allowed until 10:00 p.m. Unlike scenario 3, retail business activities are suspended, except for the sale of food and basic necessities, even in shopping centers, which will remain open only to allow access to these activities. The markets will remain closed, regardless of the type of activity that is carried out, except those destined to the sale of food products only. Newsstands, tobacconists, pharmacies, parapharmacies and some activities related to personal services will remain open, including hairdressers, barbers and laundries.

All group sports activities will be suspended, including those carried out in outdoor sports centers, but physical activities are allowed close to home, respecting physical distance and with the obligation of a mask. Instead, individual sports activities will be allowed, but outdoors. School activities will be carried out exclusively at a distance, with the exception of kindergarten, primary and secondary school.
