“The situation is critical. The virus is running fast.” Thus began the prime minister, Giuseppe Conte, to present the new dpcm to stop the spread of covid-19. “The global figures are constantly increasing and carry a high probability that intensive care will end in critical conditions in the coming weeks,” Conte continued, specifying that the new provision is based on 21 parameters.

Again: 50% of capacity for local public transport and regional rail service; suspension of shows and exhibitions open to the public in theaters, concert halls, museums; stop at the activities of gyms and wellness centers; recommendation for the wider use of smart work for work and professional activities, both in the private and public sectors. These are the main restrictive measures (partly confirmations, partly novelties) envisaged by the Dpcm signed by Prime Minister Giuseppe Conte, which will start from Friday, November 6 and until December 3, in Emilia-Romagna and throughout the National territory.

Emilia-Romagna in the yellow zone

The Decree fundamentally establishes three types of intervention: national restrictive measures valid throughout the Italian territory (the so-called “yellow zone”, in which it is necessary to combat the spread of the virus), to which additional anti-Covid measures valid for regional level – and therefore not for Emilia-Romagna – depending on whether the region is in a scenario of high severity (the so-called “orange zone”) or of maximum severity (the so-called “red zone”).

The regions in which the additional measures envisaged for the orange and red zones are applied are identified by order of the Ministry of Health, after consultation with the presidents of the regions concerned, based on the monitoring of epidemiological data processed by the control room, after consulting the technical-scientific Committee, based on 21 monitored indicators (among these: the trend of the Rt index, the number of symptomatic cases; the trend of hospitalizations in intensive care and not; the percentage of positive swabs on those carried out; the personnel involved in the tracking and administration of swabs, the occupancy rate of the beds; the number of active shoots).

Emilia-Romagna is included in the yellow zone, so it is not in one of the most serious scenarios: therefore, the basic restrictive measures foreseen for the rest of the national territory are applied here.

All indications regarding the use of personal protective equipment in indoor places other than private homes, and outdoors, are confirmed, except for children under six years of age, people with pathologies or disabilities incompatible with the use of the mask and during sports activity. The use of PPE must be accompanied by other measures to reduce contagion such as physical spacing of at least one meter and constant and careful hand hygiene. The obligation to stay home and contact the treating physician remains in force for all people with respiratory tract infections with a fever above 37.5 degrees.

“We are waging a battle against the virus that should not make us back down – says the regional adviser for health policies, Raffaele Donini – a commitment that involves us both as institutions and as individual citizens, called to respect the limitations provided by this new Dpcm, despite the awareness of the great sacrifices this will require for all.

As for Emilia-Romagna, the health system is holding up, but we must reduce the contagion curve to prevent it from reaching levels of pressure that would inevitably fall on ordinary services. We are the Region that performs the most extensive epidemiological screenings, with the highest number of serological tests, to identify asymptomatic positives and that reaches an average of 18-19 thousand swabs per day. In the next few days we will have a million quick swabs available, which will amount to almost 3 million by the end of the month. Important tools, with the tireless efforts of doctors, nurses and health workers in the foreground, whom I want to thank once again ”.

“However – concludes the commissioner – zero risk does not exist and, I repeat, the battle that lies ahead, awaiting the vaccine, still requires a collective effort and individual behaviors marked by maximum responsibility. Based on the respect of the three fundamental rules – use of the mask, distance, hand hygiene – which represent a fundamental defense barrier against the virus ”.

School and competitions

In secondary schools, distance learning passes 100% throughout the national territory: for those of Emilia-Romagna it means exclusively distance lessons, since the father here noticed 75%. The possibility of carrying out face-to-face activities is not affected if the use of laboratories is necessary or to ensure the effective inclusion of students with disabilities or special educational needs. The new Dpcm maintains in the presence of the Regions classified in the yellow zone the didactic and educational activity of the kindergartens and the first cycle of education, but with the mandatory use of the mask except for children under six years of age and people with pathologies incompatible. On the other hand, the teaching and curricular activities of the Universities will be totally remote, with the exception of the first year of studies and laboratory. Educational trips and educational trips are also suspended. And the same happens with the performance of the competency tests, with the exception of the cases in which the evaluation is carried out only in a curricular or electronic form.

Rsa and first aid

Access for family members and visitors to nursing homes (Rsa), hospices, rehabilitation centers and residential facilities for the elderly and people with disabilities is limited to the cases indicated by the health management, which is obliged to take the necessary measures to prevent forms of transmission. of infection. It is also prohibited to remain in the waiting room of the emergency room for accompanying patients.

Food trade and administration

Retail business activities can be carried out freely without prejudice to respect for interpersonal distance, delayed access and compliance with security protocols. The 18-hour limit does not apply, but is limited to your clients, hotel catering business and other accommodation facilities. Take-out catering is allowed until 10pm and delivery without a time limit. No time limits even in service and refueling areas along highways, in hospitals and airports. Banking, financial and insurance services, as well as activities in the agricultural and agri-food sector are also guaranteed.

Gambling and betting rooms

The activity of the gaming and betting rooms is suspended, even if it is carried out in places destined for different activities, bingo halls and casinos.

Sport

Rehabilitation and therapeutic activities provided by swimming pools, wellness centers and spas, as well as those within the essential levels of assistance, are permitted. It is allowed to carry out physical and sports activities outdoors or in the conditioned areas of public parks, respecting the interpersonal distance of at least one meter and two meters respectively. Sports events of national interest as defined in a Coni deed are still allowed, both for individual and collective sports, but without the presence of the public.
