With regard to commercial activities, retail activities are suspended, except for grocery stores, basic necessities and other categories of products (bookstores remain open, here is the list of everything that remains open). The closings are valid both for neighborhood businesses, as well as for medium and large businesses, even in shopping centers. Markets also close apart from food markets. Among the activities that remain open are kiosks, tobacconists, pharmacies and parapharmacies.
Beauty centers closed: hairdressers and barbers remain open
The fact of being part of the scenario of maximum severity will also entail the closure of some services to the person: the beauty centers remain closed, while mediation in line with the Regions has meant the “rescue” of hairdressers and barbers, who will remain open: carrying out activities is naturally always subject to compliance with security protocols on respecting interpersonal distance and the adoption of personal protective equipment.
Bars, restaurants and nightclubs that are always closed: only home delivery and take-out are allowed
Bars, pubs, restaurants, ice cream parlors and pastry shops close even before 6:00 p.m.: until 10:00 p.m. only home delivery and take-away food is possible, with prohibition of consumption in the establishment or in the immediate vicinity. Ongoing canteen and catering services remain open on a contractual basis (provided anti-contagion protocols or guidelines are respected), and food and beverage management exercises in service areas along highways, hospitals and airports.
You can do physical activity near your home
Gyms, swimming pools, spas and wellness centers remain closed, and basic sports activities and physical activity generally carried out outdoors in public and private sports centers and clubs are also suspended (allowed instead in the “yellow zones”). All events and competitions organized by sports promotion bodies are also suspended. Individual motor activities will be allowed near the home, provided that a distance of one meter from other people is respected and with the obligation to use respiratory protection devices. The performance of sports activities is allowed only outdoors and individually.
School attending only through sixth grade
Finally, when it comes to schools, distance education also extends to the last two years of secondary school. Attendance will be reserved for educational services for children through the first year of lower secondary school. It is maintained without prejudice to the possibility of carrying out face-to-face activities for activities in the laboratory or for students with disabilities or with special educational needs, while guaranteeing the online connection with the students in the class who are in integrated digital teaching.

The Dpcm should go into effect from November 5 and be valid until December 3. The measures envisaged for the “red zones” will have a minimum validity of 15 days from the day following the publication in the Official Gazette of the specific restrictive ordinances. The Minister of Health will, with a specific ordinance, identify “the Regions or parts of them that are located in a ‘type 4 scenario’ and with a ‘high’ level of risk. The Minister himself will verify the persistence of a region in the higher risk band or its “transition” to a lower risk band.
