ROME – In the afternoon, the final approval of what was announced yesterday by Prime Minister Giuseppe Conte to the Chamber of Deputies and the Senate is expected.
Before the signing of the new Dpcm, Prime Minister Conte will meet with the majority delegations, the CTS and the Regions to anticipate the measures provided for in the decree that will remain in force until December 4.
The national measures sheets, valid for the whole of Italy, will be the basis for the regions included in the green band. From these, progressively stricter measures will be adopted for the orange and red zones.
A double track of new measures with a differentiated strategy for the territories: the national measures valid for all, to which are added the differentiated territorial measures based on 3 scenarios and 21 parameters.

• Territorial restrictions and relaxation in relation to changes in the criticality threshold as a result of the monitoring of 21 parameters (Among these: no. symptomatic cases per month, no. cases with hospitalization, no. socio-sanitary residences that find at least one critical problem per week, percentage of positive swabs, average time between given symptoms and date of diagnosis, index of replicability, no. outbreaks, occupation of beds in the medical area and intensive care).
Therefore, Italy will be divided into zones: red, orange and green, like a traffic light. Red for stop, orange for caution, green for green light, but in compliance with the new national measures valid for all. The Lombardy, Piedmont and Calabria regions will likely be included in the red band.
A soft lock will be enforced in the red zone: industries and schools will remain open through sixth grade. The rest will follow the lessons from home. All stores closed, including hairdressers and beauticians.
For the orange zone the bars, restaurants. the ice cream parlors, patisseries, will remain closed all day and no longer only after 6 in the afternoon. Hair salons and beauty centers will be safe. The regions of Puglia, Liguria and Campania must be inserted in the orange area.
For the green belt, in which Veneto should be inserted, the new Dpcm measurements will be as follows.

• The capacity of local public transport goes from 80% to 50%.
SHOPPING CENTERS CLOSED SATURDAY AND SUNDAY
• Closing of shopping centers on holidays and pre-holidays with the exception of essential activities present inside such as pharmacies, parapharmacies, food, tobacco shops and kiosks.
CLOSING MUSEUMS
• Closing of museums and exhibitions.
CLOSING CORNER BETTING GAMES
• In accordance with the provision that establishes the closure of bingo halls, the corners used for betting and gaming activities are closed wherever they are.
The modified version of the self-certification will remain in force and will be used to justify trips after 9 pm and for trips in the orange or red zones.
