The latest Dpcm signed by Prime Minister Giuseppe Conte – which contains new measures to try to contain the second wave of coronavirus – has divided Italy into three bands, distinguished by three colors depending on the level of alarm. There is the green level, with the basic measures in force throughout the national territory; the orange level, which provides additional restrictions for regions with a “high severity and high risk scenario”; finally the red level, for those areas where the scenario is of “maximum severity” and therefore there is a need for even stricter measures. The orange level refers to regions “characterized by a scenario of high severity and a high level of risk”. Here, in addition to the measures valid from November 5 (and until December 3) throughout Italy, citizens must comply with other restrictions. If a region enters the orange tier, these additional restrictions will remain in effect for at least 15 days.

Orange level measurements include travel limits. The entry and exit of these regions is prohibited, except for trips motivated by “proven needs”: work, health and emergency reasons. Transfers “strictly necessary to ensure the realization of face-to-face teaching” are still allowed. Return to your home or residence is also allowed. Regarding travel between municipalities, any movement, by public or private means of transport, to a municipality other than that of residence, domicile or domicile is prohibited. Also in this case, the movement is allowed for the usual “proven needs”. As for sports, you can perform physical and sports activities within your municipality and outdoors.

These more restrictive measures are in addition to those planned for the whole of Italy. Even in the regions considered to be of lower risk and therefore included in the green belt, in fact, new restrictions will take effect from November 5. It is still mandatory to wear a mask outdoors and indoors. The prohibition to leave the house from 10 pm to 5 am the following day is introduced: at this time it is only possible to move for “proven needs” (work, health, urgency). The capacity of public transport (buses, metro, regional trains) is increased to 50%, although it is strongly recommended not to travel by public or private transport. For schools, distance education is provided 100% for secondary schools (except some workshops). Primary and secondary school activities remain in attendance, but wearing masks is mandatory. In addition to cinemas and theaters, museums and exhibitions are also closed. Gyms and swimming pools also closed. Competitions have been suspended, except for those for health personnel, and professional qualification exams. In the case of restaurants, it is forbidden to open after 6:00 p.m. (home delivery and takeout are allowed until 10:00 p.m.). Shopping centers, on the other hand, are closed on weekends and all holidays (except pharmacies, grocery stores, tobacconists and kiosks).
