GROSSETO – After a long series of discussions, the new Decree of the President of the Council of Ministers was signed in the evening, containing the measures to combat the spread of the coronavirus in Italy. Among the main innovations that are introduced, one refers to the division of Italy into three sections of contagion risk according to the 21 parameters contained in the decree. The rules go into effect tomorrow, November 5 and until December 3.
The main measures of the Dpcm – The Dpcm has rules that affect the whole country and specific rules for different risk areas. Of course, all people are advised not to travel in public or private means of transport throughout the day, except for work, study or health reasons.
General rules:
• curfew at 10:00 pm: limitation of the movement of people at 10 pm; that is, after 10 pm you cannot move or move except for work, health or necessity reasons (for example, to go to get a medicine).
• return of self-certification: It is necessary to leave the house after 22:00 with respect to the three reasons listed above, namely work, health, need.
• closure of museums and exhibitions.
• school: 100% distance education for secondary schools, except face-to-face workshops; for primary and secondary schools and for nursery services, face-to-face activities but with mandatory use of masks (except children under 6 years old).
• Public transport: 50% filling
• Shopping center and shops: on holidays and the days before holidays (therefore especially Saturdays and Sundays) large and medium stores will be closed (shopping center) with the exception of groceries, pharmacies, tobacconists, edicale.
Bars and restaurants: closing at 6 pm and possibility to stay open for Sunday lunch.
• Selection competitions and tests: discontinued
• Gambling and betting: closing of betting and gaming corners in bars and tobacconists
Risk areas – There will be three: red zone, orange zone and green zone. For now, Tuscany should be included in the green or orange zone. The regions that today run the risk of being “red zone” are Lombardy, Piedmont, South Tyrol, Valle d’Aosta and Calabria. What happens in the red zones? These are the measures: Prohibited any movement in and out of the Region and also within the territory itself (always except for necessity and urgency); closed retail stores, except food, pharmacies, kiosks; non-food markets closed; the activity of bars, pubs, restaurants, ice cream parlors, patisseries closed: only catering with home delivery is allowed, as well as catering with take away food until 10 pm suspension of sports activities, including those carried out in open-air sports centers.
Prime Minister Conte is due to speak at a press conference this afternoon to explain the new provisions.
