A new squeeze arrives for Italians, with the second wave of the virus that does not give up and even today marks more than 350 deaths, a figure that has not been registered since May, and another 203 patients in intensive care, wards that have already passed. 30% critical threshold in 9 regions.
Increasing numbers also in Calabria which, as of Thursday, ftake a six-month step back with the likely establishment of the red zone and the return of self-certification
Italy divided into three areas
Prime Minister Giuseppe Conte will sign the Dpcm in the next few hours with the new measures, which will be effective from Thursday and it will remain valid until December 3: Italy is divided into 3 risk zones and in which the infection is more widespread and the epidemiological rates are more critical – such as Lombardy, Piedmont and Calabria – in fact, the blockade will begin as in March.
What the decree provides
You can leave home only to go to work, to go shopping, for health reasons or for necessity. And take the children to school. The draft of the Dpcm includes 12 articles and is the result of a long discussion, which at times has turned into a conflict, both within the majority, in particular theat the time the nationwide curfew should take place, both between the Executive and the regions, for whom they must assume political responsibility for the closures. Shock, this with the local authorities, still ongoing, as the Regions continue to call for “homogeneous” interventions throughout Italy.
Agreements between states and regions
If the text in the provision that will go to the Official Gazette is not modified, the dpcm establishes that the toughest measures must be adopted by the Minister of Health Roberto Speranza “in agreement” with the president of the Region in question.
And this is due both to the restrictions relating to the orange areas in which the epidemiological curve is compatible with scenario 3 of the Higher Institute of Health, that is, those characterized by a “very serious” situation, as well as to those that affect the red areas. , which are framed in scenario 4, where instead there is a situation of “maximum gravity”.
“Light” closure
On one thing, the prime minister and the government have never reversed: it was not supposed to be a national blockade and it will not be a national blockade. “There will be no general closings but it will be a light closure, similar to the German model – reaffirmed the Undersecretary of Health Sandra Zampa -. The attempt is not to paralyze the country, although it is quite difficult to make an adaptation measure by zones.
The regions protest
Position that the Regions dispute again, asking for “homogeneous measures for the entire national territory”, immediate provisioning and above all, that the risk assessment based on which band will be established in which zone it ends “in collaboration” with the Regions.
Restrictions valid for all regions.
The mechanism identified by the decree is that of a first line of national measures, lighter and valid for all: from curfew at 10 pm to the closure of shopping centers on weekends, from the stop to museums and exhibitions to the reduction of 80% to 50% of the capacity in local public transport, from distance learning to 100% for high school students to the closure of corners gambling and betting Interiors of bars and tobacconists.
These interventions will apply to all of Italy and are added to those already in force, such as lwhen bars and restaurants close at 6pm.
The orange areas
On the other hand, the measures included in article 1 bis – that of the orange zones – and in 1b, that of the red zones, are much tougher, which will remain in force “for a minimum period of 15 days».
In the regions, provinces or municipalities that are in the scenario to “High risk” am Incoming and outgoing movements are prohibited, as well as movements between municipalities.
Both prohibitions They will not be valid in case of proven work and study needs, for health reasons, for situations of need and to accompany or take children to school. The bars and restaurants are also closed: only home delivery and take-away service will be allowed until 10:00 p.m.
The red zones
For the red areas, however, among which is Calabria, where the situation is “Maximum gravity” will be locked. “Not like in March”, says the Deputy Minister of Health, Pierpaolo Sileri, but in reality very little can be done: any type of movement is prohibited, even those “within the same territories”, closed shops and markets, bars and restaurants closed, suspended all sports, the possibility of physical activity “individually” and only “in the vicinity of the house” and sports activities outdoors and alone. Not to mention, in both the orange areas and theIn the reds, self-certification will return. Like in March and April. As in the darkest months of this pandemic.
