New Dpcm: the Regions in the yellow, orange and red areas and the measurements

the new Dpcm which is about to be issued by Prime Minister Conte divides Italy into three macro-areas, which are distinguished according to the severity of the health situation of Covid and the Rt.

The zones are yellow (moderate risk), orange (medium-high risk) and red (high risk). Here are detailed which Regions, to date, should fall into each of them and which should be the new anti-Covid measures for the different categories.

Moderate risk: yellow areas

According to the monitoring of the ISS and the Ministry of Health, at this time in Italy there are no areas that can be considered “low risk”. On the other hand, there are 11 Regions that are located in a yellow zone of “moderate risk”, with an Rt that does not exceed the alert threshold of 1.5 for now, taking into account that the the national average now stands at 1.7.

To date they are yellow zones:

  • Abruzzo
  • Basilicata
  • Emilia romagna
  • Friuli Venezia Giulia
  • Lazio
  • Market
  • Molise
  • Autonomous province of Trento
  • Sardinia
  • Tuscany
  • Umbria.

In these Regions, the standards applied will be in effect from Thursday, November 5 to Thursday, December 3. That is to say:

  • Curfew from 10 p.m. to 5 a.m., except for journeys motivated by proven work needs, situations of need or for health reasons. In any case, it is strongly recommended to all natural persons, throughout the day, not to travel in public or private means of transport, except for work, study, health or situations of need. or to perform activities or use services not suspended;
  • shopping centers closed on holidays and before holidays, but grocery stores, pharmacies, parapharmacies and kiosks located inside will remain open;
  • 100% distance education for all upper secondary students, that is, for secondary schools, which today, at least 25%, were still present, for the third grade;
  • public transport capacity was cut in half (to 50%);
  • museums and exhibitions closed;
  • corner for games and bingo in closed and tight bars;
  • On the other hand, travel outside the Region is also allowed, as long as the neighboring Regions are in the same moderate risk zone.

Medium-high risk: orange areas

The medium-high risk range in orange should include 5 regions:

  • Campania
  • Liguria
  • Apulia
  • Sicily
  • Veneto.

These are the rules for the second band with high-risk regions but compatible with scenario 3, for which, premier Conte anticipated, “slightly restrictive” measures will be applied. The measures are not yet final:

  • curfew from 10 p.m. to 5 a.m., except for journeys motivated by proven work needs, situations of need or health reasons;
  • All entry and exit movements are prohibited, except movements motivated by proven work needs or situations of need or for health reasons;
  • bars, restaurants, discos, pubs, ice cream parlors and pastry shops are always closed, but they can continue to sell take-out (until 10pm) or deliver it to your home;
  • shopping malls are closed on holidays and before holidays, but grocery stores, pharmacies, parapharmacies and kiosks located inside will remain open;
  • closed shops, except for the sale of food and basic necessities, both in the context of neighborhood businesses and in medium and large-scale distribution, also included in shopping centers
  • closed markets They are closed, except for activities aimed solely at the sale of food products;
  • 100% distance learning for all second and third grade high school students;
  • public transport capacity was cut in half (to 50%);
  • museums and exhibitions closed;
  • corner for games and bingo in closed and tight bars.

High risk: red areas

For the Regions that worsened from the point of view of the epidemiological curve and the contagion index Rt, the German “light” blockade should take place instead. That is to:

  • Lombardy
  • Piedmont
  • Aosta Valley
  • Calabria
  • Bolzano and 10 municipalities of the autonomous province (Vadena, Braies, Velturno, Villabassa, Meltina, Vipiteno, Egna, Nova Levante, Ponte Gardena and Nalles).

These are the new restrictions that should affect these areas, although they are not yet confirmed:

  • curfew from 10 pm to 5 am, except for trips motivated by proven work needs, by situations of need or for health reasons;
  • Any movement in and out of the Regions and also between Municipalities and Provinces of the same Region is prohibited, except movements motivated by proven labor needs or situations of need or for health reasons;
  • bars, restaurants, discos, pubs, ice cream parlors and pastry shops are always closed, but they can continue to sell take-out (until 10pm) or deliver it to your home;
  • hairdressers, barbers and estheticians will remain open, unlike the first draft;
  • shopping centers closed on holidays and before holidays, but food stores, pharmacies, parapharmacies and kiosks located inside will remain open;
  • 100% distance learning for all students in upper secondary schools and for second and third secondary schools;
  • public transport capacity was cut in half (to 50%);
  • museums and exhibitions closed.
