There is still no text of the new dpcm, aimed at curbing the growth of covid-19 infections, which Prime Minister Giuseppe Conte will sign after consulting with regions and experts. Parliamentary sources speculate that the dpcm may arrive tomorrow. At the moment the representatives of the local authorities have not yet seen the text of the provision. Italy will be divided into zones: red, orange and green. Emilia Romagna would be included in the green belt: here the restrictions of which the Prime Minister, speaking first in the House and then in the Senate on Monday, would have already anticipated the details.

The squeeze on the green belt includes shopping centers closed on weekends and holidays and 100% remote teaching in high schools. Museums, bingo halls and gambling halls won’t open, while public transportation can be 50 percent full. There will be limits to the movement of people in the afternoon with a curfew that will begin “late in the afternoon”, without specifying the time (which will be announced at the time of presentation of the document), except of course for reasons of health or work. It will be completed and displayed when the curfew takes effect. It will only be possible to move between “green” regions.

However, it cannot be excluded that a green area turns yellow and a red one yellow. The inclusion of a Region in one of the three criticality ranges, in fact, “will be carried out with an ordinance of the Minister of Health.” Lombardy, Piedmont and Calabria (and perhaps also Alto Adige and Valle d’Aosta) would end up in the red band: here the so-called “soft” blocking will be applied. The yellow band would include Puglia, Liguria and Campania and perhaps also Veneto.
