this is one of the (few) changes made in the final version of the Prime Minister’s Decree signed in the evening by Prime Minister Giuseppe Conte regarding the draft distributed on the night of Tuesday, November 3.

The new Dpcm introduces two orders of new rules. On the one hand, the national regulations (curfew at 10 p.m.; 100% distance education for high school students; closing on holidays and the eve of holidays of medium and large sales structures; reduction of the maximum capacity of public transport to 50% ; bars and restaurants close at 6 pm; museums closed).

On the other hand, a mechanism that will divide, based on a series of criteria related to the advance of the pandemic at the local level, the Regions into three bands:
– in green there will be no more rules to respect than the national ones; – in the orange, any movement within and outside the Region will be prohibited, as well as any movement to a municipality other than the one of residence, and the activities of the catering services (including bars, pubs, restaurants, ice cream parlors, patisseries) will be suspended ;
– in the red there will indeed be a closure: any movement within and outside the Region and even within the territory itself will be prohibited, except for proven reasons of health, necessity, urgency, going to school, walking or playing sports (only) outdoor; retail stores will be closed, except for grocery stores, pharmacies, newsstands and, indeed, hair salons; non-food markets closed; closed bars, pubs, restaurants, ice cream parlors, pastry shops; School activities in attendance will be allowed only for kindergarten, elementary and middle school.

The measures will be taken by the Ministry of Health, which will dialogue with the Regions; It will be evaluated weekly and will last at least 15 days: if a Region enters the red zone, it will stay there for at least two weeks.
