BARI – The new Dpcm of measures against Covid will arrive tomorrow morning and a series of scenarios are already ahead that would divide Italy into three contagion risk zones. The provisions of the new decree will be applicable from Thursday, November 5 to December 3, 2020, according to the draft published today, the curfew is triggered at 10 p.m. nationwide and the imposition of a 15-day mini-closure within the red areas.
The main novelty refers precisely to the division of Italy into 3 parts: red zone, orange zone and green zone, depending on the degree of risk and, therefore, on the situations related to infections and the state of the hospital structures.
However, the Regions front remains highly critical, with some governors saying they were “perplexed” by the latest proposals and explicitly calling for single national measures.
According to the Dpcm, the Regions will be evaluated weekly and the inclusion in the different bands will have a minimum duration of 15 days: if one enters the red zone, for example, it will remain there for at least two weeks.
For the draft of the decree, 5 regions would be at risk of total blockade and therefore the red zone: Lombardy, Piedmont, South Tyrol, Valle d’Aosta and Calabria. Puglia could run the risk of going into the red zone, but according to some hypotheses, it is currently in the intermediate scenario, which we will call orange for simplicity, but which in the dpcm document is intended as level 3.
Here is in detail what we found in the orange areas.
In addition to the restrictions that will be valid for the entire national territory, such as the curfew from 10pm to 5am, unlike the green ones in the orange regions, as required by the draft of the new dpcm that is not yet official, any movement, entering and leaving, except for proven work, health and emergency needs.
The movements strictly necessary to ensure the realization of face-to-face teaching will be allowed within the limits in which it is allowed, and the return to the home or residence will be allowed.
Any transfer to a municipality other than that of residence, domicile or domicile will be prohibited, unless there is a proven need for work or study, for health reasons, for situations of need or to carry out activities or use services that are not suspended and not available in the simply common.
Finally, the activities of the catering services (including bars, pubs, restaurants, ice cream parlors, patisseries) will be suspended, with the exception of dining rooms and restaurants. Only catering with home delivery is allowed. Unlike the red band, the activities of hairdressers, barbers, beauticians remain open.
