But the problem is upstream, strategic, is not IT. In fact, it is obvious that any computer system enters shock with certain numbers (although predictable). And for this, in fact, it is necessary to develop correct strategies that prevent these obvious problems.

However, the Digital Administration Code has long contained revolutionary principles that PAs must address. We have been reading art for almost twenty years. 12 of the Code that public administrations must use information and communication technologies to achieve their objectives of efficiency, effectiveness, profitability, impartiality, transparency, simplification and participation in compliance with the principles of equality and non-discrimination. And always the Code, in its art. 15, states that the structural and administrative reorganization of public administrations, aimed at achieving the objectives set forth in the aforementioned article 12, must be carried out precisely through the best and most extensive use of information and communication technologies as part of a coordinated strategy that guarantees the coherent development of the digitization process .
And by reading these important principles, everything around us today seems a sad joke. There are computer tools (electronic signatures, spid, electronic identity card, etc.), there is European, national and technical legislation, there are even three-year plans, but everything continues to inevitably collapse into heavy taxes always bureaucratic and simply transfused in a digital environment.
In truth, at the political and administrative level there seems to be a total lack of will and due attention to processes that are not simple, but must be designed with care. And get to the design processes natively digital and therefore encouraged by strategies consistent with the needs of a world that is now at the mercy of bits, it is necessary to build multidisciplinary skills in the world of PA. And we are a long way from doing it.
Everything is now preceded by a smug narration that heralds a new digital revolution that will affect us. But that never comes.
Or perhaps, without mercy, we just need heavy sanctions against those who do not guarantee a fair approach to innovation. Maybe digital Italy just mercilessly deserves it.
