Three scenarios, three levels of closure. Depending on the Rt index, the regions will have a green, orange or red light. Red, as you can easily guess, represents the maximum blocking level. The helm is the ISS document shared with the regions months ago and updated on October 12. There will be a framework of more restrictive measures than the current ones and valid for the entire national territory, partly anticipated by President Giuseppe Conte in the Chamber (curfew, closure of exhibitions and museums, closure of shopping centers on weekends, transportation audience at 50% and the possible stop of movements between regions). Later, new measures will be issued, even more restrictive at the territorial level for those territories where the Rt index and the other 21 risk criteria exceed a certain threshold.

The insertion of a Region and the related restriction measures will be carried out with an ordinance of the Ministry of Health. Scenario 4, the most serious – and which according to the latest monitoring by the ISS-Ministry of Health would already affect some Italian Regions – is characterized, in particular, by a situation of uncontrolled transmissibility with critical problems in the health system in the short term, with regional Rt values ​​greater than 1.5 . Why is this parameter important? Because it indicates the transmissibility index, which is the number of infections produced by a person during their infectious period.

To date, 13 regions have passed RT 1.5 and also RT 2. The most critical are Piedmont (Rt 2.16) and Lombardy (Rt 2.09). Calabria (1.66), Emilia Romagna (1.63), Friuli Venezia Giulia (1.5), Lazio (1.51), Liguria (1.54), Molise (1.86), Province of Bolzano (1 , 96), Province of Trento (1.5), Puglia (1.65), Umbria (1.67) and Valle d’Aosta (1.89). There is no Campania that, however, according to the latest updates has a Rt corresponding to 1.49.

The other parameters for the progressive closure of a region or a province are about twenty risk coefficients. They are those of “high incidence of cases and clinical severity”, with “sustained pressure by prevention departments and health services” in the different regions.

As soon as a Region touches the guard levels, the measures will be activated automatically along with the regional ordinances. Monitoring of the ISS will take place every week, so a region may have an orange light one week and the next green or red, depending on how well the rules have been followed.
