Today is the day of the new Dpcm. In the evening, Prime Minister Giuseppe Conte will sign the new decree containing even stricter anti-Covid measures to try to contain the second wave of coronavirus infections in Italy. But above all, and this is the novelty, the document provides different rules by areas. This time, in fact, the government has decided on some equal measures throughout Italy but with restrictions differentiated by zones. However, the journey will be long, dictated by appointments and summits

The morning, around 9.30 am, began with the meeting between the Prime Minister, the Prime Minister’s Undersecretary, Riccardo Fraccaro, Minister Francesco Boccia and the majority heads of delegation. The objective: to take stock of the situation and jointly define the new rules that will be contained in the Dpcm. Then in the afternoon the CTS meets again. And in the evening there could be a new government-regions meeting. Certainly, before signing the decree that will remain in force until December 4, Conte must have the approval of the governors.

The text of the new provision does not yet exist. But the main details at the national level are already known: 100% distance education in institutes, limits on mobility between regions at risk, shopping centers closed on weekends and holidays. And again: museums, bingo halls and bookmakers will not open, public transport could be 50 percent full and there will be limits on the movement of people at night with a curfew that will probably start at 9 p.m.

The main novelty is that Italy will be divided into zones: red, orange and green. The image to be taken into account is that of a traffic light: red marks the stop, orange the risk and green the traffic light green. The inclusion of a Region in one of the three criticality ranges “will be carried out with an ordinance from the Minister of Health.” In practice, the provision assumes the responsibility of Minister Speranza to intervene by force, without going through the governors.

In the red zone where they were inserted Lombardy, Piedmont me Calabria only industries and schools will remain open through sixth grade. The rest will follow the lessons from home. C.I closed all shops, including hairdressers and beauticians. There will be no closure for essential services, obviously pharmacies and supermarkets will be open to the public like last March.

The second zone is the orange to which they belong. Apulia, Liguria me Campania: restaurants remain closed, their shutters remain closed all day and no longer only after 6 pm hairdressers and beauty centers. Therefore, in addition to the lockdown of the premises, the general rules remain in force.

And finally, the last zone is the green one, with less rigid but even more restrictive rules than the decree of last October 24. Here is the rest of Italy. There will be less shopping because shopping centers will be closed on weekends, public transport will be cut in half. After the closure of cinemas and theaters another blow to culture: even museums remain closed. At 9 p.m., then, the day ends: everyone inside the house when the national curfew begins, except of course for health or work reasons.

Only the ‘red’ Regions are in ‘soft’ lockdown, reminiscent in many ways of last spring. LThe only common point between the spring quarantine and the new closures contained in the next Dpcm is self-certification, but in a modified version. Which will be used again when we are forced to move.
