Conte in Parliament: “Three risk scenarios in the decree” – Moderate risk for the island

THE STAGES – There will be an area reserved for high-risk Regions, scenario 4, with the most restrictive measures; a second area, with high-risk regions but compatible with scenario three, with somewhat less restrictive measures; finally there will be a third zone with the rest of the regions, with less risk.

Scenario 2 is characterized by a situation of sustained and generalized transmissibility but manageable by the health system in the short-medium term, with regional values ​​of Rt between 1 and 1.25. Scenario 3, on the other hand, is emerging in the face of a situation of sustained and generalized transmissibility with risks of maintaining the health system in the medium term, with regional values ​​of Rt between 1.25 and 1.5. Scenario 4, the most serious, is finally characterized by a situation of uncontrolled transmissibility with criticalities in the stability of the health system in the short term, with regional Rt values ​​higher than 1.5. Available beds will also be taken into account.

For each scenario, different regional risk rankings are provided, from low to very high. If these parameters are the ones used in this phase, then for the regions in scenario 4 and high risk (which have been less than 3 weeks) the indicated measures are: school / university closure (incremental: class, plexus, in geographic base); mobility limitations (to / from high transmission areas) and possible restoration of agile work. If the high-risk condition persists for more than 3 weeks, the measures envisaged in the document are: expanded regional and provincial restrictions; large-scale restoration of agile work and limitation of individual mobility.

THE CALL FROM MATTARELLA – Conte appears in the Chamber also urging confrontation with opposition groups, in the name of the emergency. A line that follows the call to unity that the President of the Republic Sergio Mattarella makes to Stefano Bonaccini and Giovanni Toti, president and vice president of the Conference of the Regions: “We need a constructive dialogue and collaboration between the institutions”, is the message of the Head of State.

THE DEBATE – There is still so much discussion with the Regions that the governor of Veneto Luca Zaia announces a new round in the evening after the conclusions of the parliamentary work. Among the most controversial points is that of the school. The prime minister’s idea is to bring 100% distance education to high school. A proposal that Giovanni Toti, president of Liguria, does not like: “It would be a disaster,” he says, “it would lead to an expansion of the epidemic, not a contraction.”

But the problems are not lacking even within the majority itself. In the morning meeting with the heads of delegation, the orientation to a national curfew at 9:00 p.m. is confirmed, but an idea that does not convince Italia Viva. In fact, Matteo Renzi’s party would arrive at least at 10 at night and he also promises a battle for the Sunday closing of restaurants, a hypothesis that the executive is considering for the new dpcm.
