Dpcm, measured by risk areas: Conte divides the country into 3, but a curfew everywhere

Giuseppe Conte continues to move with the usual caution, but increasingly struggles to curb the intolerance of the Democratic Party, which wants to adjust the timing of the launch of the Dpcm. Conte, however, is working on the third decree in twenty days as if it were the last, or almost, and plans to call the meeting of heads of delegation for today before signing the new decree. Also because, it is argued at Palazzo Chigi, once the closures and restrictions are lined up, it will be discovered that another billions are needed and that it will therefore be necessary to convince Minister Gualtieri of the need to vote for a new budget variance to find the “refreshments” to be distributed to who will be called to close or go home first.

However, the meetings with the regional presidents should end. Yesterday in the Chamber the leader of Pd Graziano Delrio reminded Conte to “assume responsibilities” and the choices that the regions cannot take “for the health of citizens.” After the meeting of the Scientific Technical Committee and the Higher Institute of Health, Palazzo Chigi should be able to align the contents. The hope is that the numbers will remain less ruthless, thus showing that the effects of the first two dpcm are beginning to be felt.

Conte doesn’t like the word “curfew”, but “movement restriction” should take place at 9pm throughout Italy, even if Iv wanted 10pm and Minister Speranza 6pm. What the Renzianos collect instead are the restaurants open on Sundays, but not the shopping centers that should close on weekends. Movement between regions will be banned, but there is debate over whether only to regions at risk. M5S continues to defend Minister Azzolina and calls for 100% of distance education to be carried out only in the red zones. No step back from Conte on the regimen differentiated between regions according to infections. Despite pressure from the “governors,” Conte does not give up, so Minister Boccia has promised presidents a highly automatic mechanism to free them from the responsibilities they struggle to manage.

THE BRAKE
The Prime Minister divides Italy into three stripes, in order to gauge the severity of the pandemic containment closures based on the coefficients that record the severity of the situation in the different territories and the prohibition to leave home at 9:00 p.m. hours could be anticipated in the highest risk areas.

But what do the numbers say? First of all, it changes the frequency of the evaluation of the control room, which, based on 21 indicators (thus, not only the RT, the transmission index), each week they wrote the report cards of all the regions. The appointment was on Friday, now we change, to get more updated data, and the analysis will also be done on Tuesday. Therefore, the new Dpcm will be applied to today’s evaluations, which will be prepared by the technicians of the control room formed by the Ministry of Health and the Higher Institute of Health. Another element is offered by the daily data that, even yesterday, confirmed a slight slowdown. As stated at one point during the lockdown in the spring, the increase is slowing down. What does that mean? That there are still many positive cases, but the growth is less marked than the previous week.

In summary, yesterday’s data: 22,253 new positive cases out of 135,731 swabs. Yesterday compared to the same day of the previous week there was an increase of 35 percent; On Monday, October 26, compared to Monday, 19, however, the increase was 82 percent, so something has also changed because this slowdown in the percentage of increase seems to confirm a trend that began a few days ago. However, we must be careful. The number of deaths is still high (233), but here too it should be remembered that when the situation improves, it will be the last figure to drop. Another 83 intensive care places occupied, 1,021 if we take into account all the departments that host Covid-19 patients. Fortunately, there are also 3,637 cured. The real crux is that even if there were a cooling of the new positives curve, it would not be fast enough to bring hospitals back to safety within an acceptable time frame.

Curfew, no travel at night

“Limits to the movement of people in the late afternoon”. Thus, Prime Minister Conte announced yesterday in the Chamber the institution of a curfew, which can only be violated if there is a self-certification that attests to urgent, occupational or health reasons. For now, the government has not been more precise than the start time of the measure (so much so that there was also talk of 6 in the afternoon) but, according to leaks, in the Dpcm that today reaches the limit to return to home will be fixed in 21 hours.

Transportation, reduced capacity in buses and metro

Among the Dpcm measures that arrive today and in force throughout the national territory, the reduction of the capacity allowed for local public transport to 50% will finally appear. Until now, the limit was set at 80% on buses, trams, metro and regional trains. A measure that has raised quite a lot of controversy after the numerous photos that circulated in the network of constant gatherings and no type of ventilation was allowed on board the vehicles.

Culture, stop for museums and exhibitions.

They had managed to resist amid a thousand controversies but now, after cinemas and theaters have already passed through the Dpcm that came into force last week, the executive has also decided to close museums and exhibitions. Despite the strict protocols implemented in recent months with staggered and reserved-only entries, measures that seemed to have allowed him to escape even this time, the next law will force the closure of even the last bastions of the world of culture that have remained open. .

School and dad, more students remotely

“Distance learning is fully planned for secondary schools.” After testing them all between staggered entries, afternoon shifts, and remote lessons at 75% for the last high school classes, the government capitulated on ‘dad’. Since the entry into force of the new Dpcm, despite strong opposition from Minister Lucía Azzolina, all older students will have to follow their own lessons at home. For now, there are no measures for kindergartens and primary schools.

Megastore, weekend without purchases

Closed shutters in shopping centers on weekends. Despite opposition from the sector and the center-right, the Dpcm will also include the closure throughout the national territory – although the risk is not considered high – of shopping centers “on holidays and pre-holidays.” However, the restriction will not affect all stores within the centers: with the exception of pharmacies, parapharmacies, food, tobacconists and kiosks.

Bars and tobacconists, no video slots and gambling

Covering what was considered a little missing from the text that came into force on October 24, the new Dpcm that arrives today also closes the corners to betting and games (such as the video lottery) “wherever they are”. The reference that Prime Minister Conte makes to the Chamber is to the ‘machines’ in bars and tobacconists that had been saved in the midst of the controversy after the closures of bingo halls, betting halls and casinos.
