Between tonight and tomorrow morning, the final text of the new DPCM could be released to address the health emergency. Yesterday day of meetings between Regions, local authorities and Government in an attempt to find the right balance of the contents of the new text.

Red zones

The possibility of establishing red zones that include entire regions or smaller territories seems to be well established. There are two hypotheses:

  • closure of territories with virus spread Rt over quota 2 associated with hospital charges
  • closure of territories with Rt 1.5 associated with the “high risk” of virus spread according to the indications of the Cts

Dpcm fixed points

Among the contents that now seem to be subject to agreement we find:

  • stop for interregional travel
  • museum closure
  • store blocking (we discussed opening hours)
  • National curfew (details and schedules are discussed, and Conte is not entirely convinced).

The school knot

Distance learning in high school and, as we’ve repeatedly reported, maybe even in the eighth grade. In the new DPCM it now seems certain that the DAD for high school will be 100% possible, but the possibility of extending it to the third of the high school students is also being discussed.

A crucial issue concerns schools in the red zone territories. Yesterday we reported the proposal for the total closure of all schools and activation of distance education. A position that would have the favor of Minister Speranza.

Apparently, the 5 Star Movement, which follows the Azzolina line, and Italia Viva instead, ask that schools remain open until sixth grade, but with the obligation to wear a mask even when seated and during all class hours .

8 am meeting with heads of delegation

This morning a meeting is scheduled on the new anti-Covid Dpcm between Prime Minister Giuseppe Conte and the heads of government delegation. In the afternoon Conte will report to Parliament and today, no later than tomorrow, we will have the text of the new Prime Minister’s Decree.
