The problem now is how to get to the confinements with clear ideas about what should happen in the schools. Close or keep open? Continue with specific closures, like sending high school to distance learning or sending everyone home keeping schools open only for students with special needs? Leave only elementary and nursery schools open, or first classes, or nothing? And again, if you think about new closings, what will happen to the baccalaureate, which in fact is already almost completely closed until November 24: there is an extension until Christmas of distance learning?
Average hypothesis
But now Puglia and Campania have closed all schools (Campania also nurseries since Monday) and Umbria middle schools, as additional measures since the contagion curve has skyrocketed. The ordinances cannot be challenged and the government, starting with Conte, is not even keen: when Minister Azzolina confronted Piedmont, which imposed the fever measure on the school, the TAR proved it wrong. And much less today with health problems at the gates and with a Dpcm that in fact has already exceeded 100% distance learning in secondary school.
Stop Leakage Forward Regions
But finding a common strategy to avoid having to intervene once the regions have already decided for themselves what to do is difficult. On Friday Azzolina met with school unions to sign a (cold) peace after a summer of harsh confrontation. They agreed that the school should be the last to close. On the strength of this support – the day after the frontal attack and somewhat disrupted the Democratic Party that had called for a reorganization with the president of the senators Marcucci and with the deputy of Nicola Zingaretti, Andrea Orlando, pointing the finger at the minister- – asked for a majority meeting of Conte. At this moment in the line that primary and secondary schools do not close – for secondary schools the distance learning line has already passed – there is, in addition to Azzolina, Teresa Bellanova from Italia Viva. Alfonso Bonafede, who represented the Cinquestelle, was less convinced to defend the opening at all costs. Schools should not be closed except for certain scientific data – explains Gabriele Toccafondi from Italia Viva – it is not possible to allow the Regions to go ahead without any particular order in school closings. For Leu and Pd, on the other hand, the best way to reduce risks is to close for at least the next few weeks.
The increase in quarantines
The meeting on Friday night ended without a decision and has been updated to today although it is not said that it will be postponed again, when the other restrictive measures will also be almost ready. The decision to intervene even in the youngest schools is very complicated: this is demonstrated by the partial rethinking of Puglia (25% attendance for all and for students with learning disabilities) and Campania, which, net of the results Folklore de Luca, changed the details of the ordinance already three times in a week. If the total closure on the one hand requested by the Regions, on the other hand it does not matter halfway through the government and contemplated among the measures in scenario 4 contemplated in the CTS document last summer. The rise in classroom quarantines is putting pressure on the functioning of the system, with local health authorities in trouble and schools in fact not functioning. But problems persist in families and parents who work and would meet their children at home. It’s hard to imagine Conte is following the line of Merkel and Macron that they have never talked about closing schools for now.
