Ordinance of the Lombardy Region in force from October 27 to November 13, 2020. Here is the text.
Art. 1 (Measures related to the adoption of the Ordinance of the Minister of Health in agreement with the President of the Region of October 21, 2020, reconfirmed by the Ordinance of the Minister of Health in agreement with the President of the Region of 26 of October 2020).
Those responsible and organizers of economic and social activities schedule them in order to ensure compliance by the public, customers and users of the provisions of the Ordinance of the Ministry of Health in agreement with the President of the Region of October 21 of 2020, reconfirmed until November 13, 2020 by the Ordinance of the Minister of Health in agreement with the President of the Region of October 26, 2020.
Art. 2 (Limitations to the opening of large sales structures and shopping centers on weekends) 1. On Saturdays and Sundays, the closure of large sales structures as well as retail stores within shopping centers is organized. The provision referred to in the previous period does not apply to the sale of food products, food and products for pets, cosmetics and personal hygiene products, for home hygiene, plants and flowers and related accessory products, newspapers, magazines. and periodicals, as well as pharmacies, parapharmacies, tobacconists and monopoly retailers. For food and beverage supply activities within large retail structures and shopping centers, the limitation measures and guidelines provided by the Prime Minister’s Decree of October 24, 2020 and this Ordinance apply. the rest of the activities present in it (for example, hairdressers, beauticians, other craft activities, dental offices) can remain open, complying with the 6 guidelines provided for them.
Art. 3 (Measures to avoid overcrowding at food and beverage outlets and retail outlets) 1. It is mandatory for both retail stores and food and beverage points of sale to place a sign at the entrance of the premises that indicates the maximum number of people admitted at the same time in the premises itself, based on the protocols and guidelines current. 2. These shops must adopt access rules, depending on the characteristics of the premises, in order to avoid crowds and ensure the maintenance of at least 1 meter of separation between customers. In particular, medium and large sales structures must guarantee the provisions of the previous period, giving priority, where possible, to the methods (app, internet, etc.) to reserve access to the business.
Art. 4 (Measures against collection) 1. The activities of food and beverage points of sale in public and private areas (including, by way of example, bars, pubs, restaurants, ice cream parlors, pastry shops, steakhouses, pizzerias, kiosks, mobile bars) comply with the Provisions of the Decree of the Prime Minister of October 24, 2020. With the closure of public establishments at the established time, any administration to the customers present must cease and the premises must be cleared. Catering with home delivery is always allowed in compliance with hygiene and health regulations for both packaging and transport activities, as well as, until 11:00 p.m., take-out or drive-through catering, with prohibition of consumption on site or adjacent. 2. The vending machines called “h24” are closed from 6:00 pm to 5:00 am and 7 distribute drinks and packaged food, overlooking the public highway; This measure does not apply to automatic dispensers of water and milk and all their derivatives. 3. In any case, the food and beverage sales points located in the service and refueling areas located in hospitals, highways and ring roads, in airports and in wholesale food markets remain open, with the obligation to ensure in any case, respect for interpersonal distance of at least one meter. 4. The legal auditors may adopt new restrictive measures, also in relation to the absolute prohibition of collection, and must guarantee maximum cooperation to verify compliance with these measures.
Art. 5 (Limitations on visitor access to users present in residential units) 1. Access to the structures of the residential supply units of the territorial network by relatives / caregivers and acquaintances of the users present is prohibited, unless authorized by the medical officer or the COVID-19 contact person of the structure itself ( example: life) and, in any case, after measuring body temperature upon entry and taking all necessary measures to avoid contagion. Art. 6 (Prevention measures in relation to school and training activities) 1. Second grade secondary schools and training institutions that offer education and vocational training courses must carry out their activities to ensure the completion of the lessons through From the Resource to distance education, with quotas for face-to-face workshop activities, for the entire class group, if they are already in a position to do so.Only laboratory activities, identified by the teaching staff, and individualized and personalized didactic activities for students with special educational needs, identified in close collaboration with families, they will be able to continue to develop in presence. 2. It is recommended that other upper secondary schools meet the technical-organizational conditions for the completion of distance education as soon as possible. 3. To carry out all activities in the presence, it is recommended to organize and differentiate the entrances to the school; For this, the Territorial Area Offices (UAT), in conjunction with the Lombardy Regional Office for Education (USR), ensure close coordination with the LPT agencies and the mayors of the reference areas. 4. The subjects that teach professional training courses not required by law (eg IFTS, ITS, permanent and continuous training) adapt their teaching to the provisions of this article. Therefore, only lab and hands-on activities are allowed in the presence, in addition to taking exams.
Art. 7 (Recommendations on university activities) 1. Universities are recommended, while respecting their specific autonomy, to organize their activities in order to promote distance education to the maximum.
Art. 8 (Additional provisions) 1. The resale of games operated with electronic devices such as “slot machines”, as they are called, located within public establishments, commercial establishments and monopolies is suspended. 9 2. The economic, productive and recreational activities referred to in paragraph 1.4 of Ordinance no. 620 of October 16, 2020 are carried out in a manner compatible with the restrictive measures referred to in the state provisions mentioned in the introduction (with special attention to the DPCM of October 24, 2020 and the Ordinance of the Ministry of Health of August 16, 2020) and to which this Ordinance refers. 3. The following provisions are confirmed: ● Paragraph 1.4 of Ordinance no. 573 of June 29, 2020 (internship); ● Ordinance no. 609 of September 17, 2020 (so-called covid-free flights). ● Paragraphs 1.5 (measurement of body temperature in the workplace and for customers of food and beverage outlets) and 1.6 of Ordinance no. 620 of October 16, 2020 (measurement of body temperature in preschool and infant education services).
