After Bertchtesgaden, near the Austrian border, it was the turn of Rottal-Inn, the town in Lower Bavaria. And even earlier, in the summer, the move had affected the Guetersloh district. For all these areas, which correspond more or less to our provinces, Germany has applied what has been the national strategy against Covid-19 since last April: a series of basic measures valid for the entire national territory, a follow-up capillary of the epidemiological situation through tests and monitoring applications, and above all well-defined parameters on which to apply more or less strong restrictions at the local level when necessary. It is the strategy of local lock, who now seems to have taught in Europe and that Walter Ricciardi, a consultant to the Minister of Health, (and not only him) would like to apply in Italy. Except that now the Germans themselves are beginning to doubt its effectiveness, in recent days, in fact, infections have been growing exponentially, reaching a daily average of more than 10,000 cases. According to some experts, the localized measures worked between late spring and summer, but are now starting to show some flaws, especially when it comes to big cities like Berlin.
The system works more or less like this: on the basis of a series of weekly tests above a common minimum threshold, cases are evaluated per 100,000 inhabitants for each district into which Germany is divided. Over 35 cases, containment measures are taken in addition to the preventive measures valid at the national level. Above 50 cases, the lock is activated. At Rottal-Inn, for example, they were all schools and kindergartens closedand canceled all public events. Also lower the blinds in movie theaters, spas, dance and music schools and theaters. You can only leave home for urgent or necessary reasons, such as work, shopping, and medical tests. The measures will be valid for ten days.
The slogan of this strategy is to avoid a total blockade of the country. It has been since last spring, and in September several members of the government of Angela Merkel they reassured the population (and in particular the business sector) that even in the case of a second wave there will be no national closure. But the words of the chancellor in recent days could herald, if not abandon, at least a rethinking of strategy. “The evolution of the pandemic is dramatic,” Merkel said during a meeting by videoconference of the presidency of the CDU, her party. “We must act urgently to slow the growth” of infections, the chancellor added, according to Bild reports.
The problem is not so much in small towns as in large cities as Sedan, which have been shown to have difficulty containing infections. In the capital, the new daily cases registered so far are on average below 25 per 100,000 inhabitants, but the incidence varies from one area to another and the high population density favors the rapid circulation of the virus not only in the area urban, but also in the rest of the territory. metropolitan area and the country. Therefore, according to the Bild, the government is considering the possibility of a blocking “light” national.

The plan would include closing bars and restaurants and imposing more limits on public events. Schools and shops would remain open and closed only if the situation was extremely dire. The idea, however, does not seem to appeal to a substantial part of the Chancellor’s party, as well as the 16 leaders of the German Land, who have always been jealous of their autonomy.
