Non-refundable compensation, through the second installment Imu, rental tax credit. Companies in the sectors affected by the new restrictions will benefit. The Council of Ministers will meet on Monday or Tuesday to approve a decree law. That will also contain the extension of layoffs and other measures totaling 4-4.5 billion. The support, the Minister of Economy, Roberto Gualtieri, told Tg1 last night, will be 300-350 thousand companies. The subsidy will be “a little higher” than the one already paid with the relaunch decree. And the Tax Agency will still pay it in mid-November, maybe at 11 o’clock – says Gualtieri -. All those who have already requested it will receive it automatically.
Compensation for companies, restaurants and CIF
The decree law will provide financial support to all companies affected by the limitations imposed by the Dpcm signed by President Giuseppe Conte. The measures, therefore, will affect both activities that will be temporarily closed (until November 24), and those that will suffer cuts in opening hours and days. And without billing limits, unlike the previous non-refundable soft drinks (such as the Relaunch decree last May) that were reserved for companies with annual revenues not exceeding five million euros. Therefore, the new decree will affect restaurants, bars, pubs, ice cream parlors, pastry shops, cinemas, theaters, game rooms, discotheques, gyms, swimming pools, spas, ski resorts.
Non-refundable contributions directly to the account
The non-refundable provisioning operation (1,200 million planned) will be managed again by the Tax Agency, which already knows the data of most of the affected companies, having managed the previous disbursement of the contribution (Decree of relaunch). Also this time the contribution will be credited to the IBAN of the beneficiaries (it is estimated between 300 and 350 thousand companies). Those with a turnover of up to 5 million will receive compensation in mid-November because the agency already has their data. The others (large companies) by the end of the year. The amount, according to the billing, will be higher than the one foreseen by the Relaunch. For a bar, the minimum must be 2,000 euros. More for companies forced to close.
Imu second installment canceled
With the decree law, the second installment of the IMU will be canceled (which will be paid before December 16) for the companies affected by the Dpcm. Companies that will also benefit from an additional rental tax credit, for two or three months. The credit can be transferred to the owner or deducted from the rent. There will also be an endowment of one thousand euros for workers at the seasonal tourism, leisure and sports centers, for occasional and intermittent workers and home sellers. The emergency income, intended for those in need who do not have the requirements to obtain the income of citizenship, will be extended for the month of November. Finally, resources will be allocated for the agri-food chain and for overtime by the police.
Cig and layoffs
The decree will also include a first tranche of the new extension of the redundancy fund that, for companies that have used it continuously, will expire in mid-November. The extension could be 6 weeks, to reach December 31 or 10 to reach January 31. Other weeks of extension will come with a later decree. In total, considering the Budget law, a total of 18 must be reached, usable by the end of June 2021. The blocking of layoffs for those who (really) use the cig must also be extended until January 31. Prime Minister Giuseppe Conte has convened the unions on these issues for Wednesday.
