The Dpcm number 21 of the Covid era from today until November 24 turns off the light in the afternoons of Italians, lowering the blinds of bars, restaurants and pubs at 18. At least, save the ritual of Sunday lunch and pastries , leave the restaurant business open, even until 6 in the afternoon. But silence also falls in cinemas, theaters and concert halls, despite repeated appeals from intellectuals and artists.
Except for all businesses, such as clothing, for which there is the freedom to open and close. The same goes for shopping centers, which were designed to close on weekends and which will remain open on holidays and pre-holidays. You can also keep going to barbers and hairdressers, who feared closure to the end. Even if stricter controls are expected to verify compliance with security measures, considered essential by experts, in activities in which there is physical contact with people. Barred entrances also to swimming pools, gyms and playgrounds. As well as fairs, festivals and even markets (800 million turnover only at Christmas) they will have to wait for better times. At least that is how it seems from a first interpretation of those “analogous facts”, added in the final version after the reference to festivals and fairs. The museums remain open, with limited entries. Except for all contests, including the maxi for the hiring of new teachers and precarious workers, until the last one defended with nails by the Minister of Education, Lucía Azzolina.
BARS AND RESTAURANTS
Save on Sunday lunches, but goodbye to dinners and snacks
Farewell dinners and happy hours, restaurants, bars, pubs, but also ice cream parlors and pastry shops close their doors at 6pm. The shutters are only lifted from 5 in the morning. The final version of the decree saves lunches, aperitifs and the rite of pastarelle on Sundays and holidays, days in which all catering services will remain open, always until 6:00 p.m.
At the table, however, a maximum of 4. can be seated. This number can be increased, but only if all the guests live together.
The home delivery and take away service is always allowed until midnight, but with the prohibition of consuming food or beverages on site or nearby.
There is no time limit to eat in the hotel’s restaurants, but only for clients staying there.
Canteens and restaurants also continue to function, provided that an interpersonal safety distance of at least one meter is always guaranteed. Which is also true when you sit at the table in a restaurant or bar. Lastly, restaurants have been opened on the highways and bar and restaurant services in hospitals and within airports.
SMART WORK
Half of the employees stay at home. Public offices rearrange entrances
In the civil service, there is still an obligation to send at least half of employees to smart work. However, the percentage can be further increased with a decree from the Ministry of Public Administration.
Public offices must also organize staggered entrances and exits for employees, except for health services personnel or those deemed essential in any case.
Smart work, staggered entries, intervals and exits are “highly recommended” even for private sector workers. The objective, which is also pursued with the reorganization of the school hours, is to decongest means of transport at peak times.
SCHOOL
Distance lessons in high school, Bell never before 9
For three out of every four children in secondary schools (baccalaureate, technical and professional institutes), there is a return to distance education, which according to the decree must increase “in at least 75% of the activities”.
The entry and exit times must also be staggered and the bell for the first hour must never ring before 9. Rescheduling of the hours may also imply a return to double shifts. The periodic regional and local coordination meetings foreseen in the “school plan” will decide the shifts and the application of distance education.
For the smallest of kindergartens, primary and secondary schools, as well as for all nursery services, didactic and educational activities will continue to be carried out in the presence.
On the other hand, no fixed fee is foreseen for distance education for university students, where the decision is delegated to the relevant regional university committees, which will organize teaching taking into account the territorial framework of the pandemic. Educational trips, exchange or twinning initiatives, guided visits and educational outings in general are suspended.
TRANSPORT
More agile work to empty buses and trains, passenger participation remains at 80%
Scientists and experts from the Scientific Technical Committee have stressed this several times: overcrowding of public transport during rush hours is one of the main risk factors. For this reason, the new decree signed by Giuseppe Conte imposes distance lessons for three out of four high school students, encourages smart work and staggered admissions, both at school and at work. However, the maximum filling rate of regional trains, buses, trams and metro is not reduced, it remains at 80%. Without prejudice to the obligation of a mask and a minimum distance of one meter if traveling standing up. But by decree, the Minister of Transport, in agreement with the Minister of Health, may always adopt more restrictive measures.
CONFERENCES AND FAIRS
Remote gatherings and gatherings in Pa. Festivals, fairs and markets are also prohibited.
The Dpcm suspends conferences, congresses and other events, with the exception of those held remotely.
Face-to-face meetings are also prohibited: in the public administration, meetings can only be held remotely, “unless there are justified reasons.” “Remote” meetings are also highly recommended for individuals.
Turn the screw of festivals and fairs of any kind and “other similar events”, all of them prohibited by the new decree that no longer saves even those of national and international interest, as was initially supposed.
The ban also appears to affect flea markets and markets, which bill more than 2 billion a year.
MOVEMENTS
Let your friends visit you. The government: limit movements
With the exception of several regional provisions, such as those in Campania that prohibit moving from one province to another, in the new Dpcm there is no real prohibition of movement. But it is “strongly recommended to all natural persons not to travel in public or private means of transport, except for reasons of work, study, health” and for situations of need. You can also walk or run through the parks, but always respecting safety distances and without meetings.
It will no longer be possible to go to indoor and outdoor parties, including those held after civil and religious ceremonies. The old decree set a limit of 30 participants, the new one prohibits it completely. And when visiting friends and family who don’t live together, wearing a mask is “strongly recommended”.
There is still a ban on travel from non-European countries, except for proven work, health or reunification needs, but with a quarantine obligation, except in some low-risk countries such as Australia. Free movement between Schengen countries, but for some, like France, Great Britain and Spain, with the obligation of a buffer at the entrance.
CINEMA, THEATERS AND SHOWS
Culture closes despite appeals, Stop the gambling halls and discotheques
The curtain falls on cinemas, theaters and concerts, both indoors and
outdoor.
Culture came to a halt, despite the growing number of calls from intellectuals and artists, who vindicate the importance of the sector at a time of great difficulty, and also the possibility of controlling infections. Games, gambling, bingo and casinos are also closed, which until now could remain open for a short period of an hour and a half.
Dance halls, discotheques and similar venues, outdoors or indoors, are also closed. It is not forbidden to have fun at home with friends, but “it is strongly recommended not to receive people who are not partners, unless there are justified reasons”.
SPORT
No gym, closed-door soccer. Green light for running outdoors
From today until November 24 it will no longer be possible to go to the gym or the pool. The ski facilities are also closed and can only be used by professional athletes and not to train for competitions recognized as of national interest by the Coni. The swimming, wellness and spa centers are also closed. You can continue running outdoors, but not in a group and respecting the safety distance of at least two meters. It will be possible to continue attending sports centers and clubs, both public and private. But even here spaced, without crowds and in any case in the open air. Soccer, futsal, basketball, volleyball and all contact sports in general are suspended at the amateur level and this time even the basic amateur.
Soccer championships and sports competitions in general, both professional and amateur level, will continue but only if they are at the national level. So stop all the regional tournaments which in amateur contact sports translate to close to a million races a year.
In stadiums and sports halls, you go back to playing completely behind closed doors, without even the cheers of the thousands of spectators allowed outdoors today and 200 indoors.
