According to a draft of the new Dpcm, as of October 26 the activities of catering services (including bars, pubs, restaurants, ice cream parlors, patisseries) are suspended on Sundays and holidays; the rest of the days, the aforementioned activities are allowed from 5:00 am to 6:00 pm. On the other hand, catering in hotels and other accommodation structures “limited to their clients” remains allowed without a time limit.
Here’s what came out of the prime minister’s meeting Giuseppe Conte with the heads of delegation of the majority of the Government that was held this morning, while in the afternoon the (virtual) meeting took place with the leaders of the majority and opposition groups and with the presidents of the Region.
But the Dpcm, as confirmed by agency sources, is not finished yet and that is why Prime Minister Giuseppe Conte should sign and illustrate the new anti-Covid measures tomorrow. Among the points still discussed, the stop for restaurants at 6 pm and the limit to travel between regions.
In the text there is no specific reference to the time frame during which the measures will be valid. The draft indicates the month of November, without a precise day, even if contradictory sources speak of November 24 or 30 as the deadline. Therefore, the Dpcm should come into force as of Monday, October 26: the Sunday closing of restaurants will therefore begin on November 1.
THE RESTAURANT – Consumption at the table will remain allowed for a maximum of four people per table, unless they all live together. After 6 pm, the consumption of food and beverages in public places and open to the public is prohibited, while catering with home delivery is allowed in compliance with health and hygiene regulations. Take-out catering is allowed until midnight, with prohibition of consumption on site or in the immediate vicinity.
GYMS AND POOLS – Regarding gyms, swimming pools, swimming centers, wellness centers, spas, the suspension of the activity would take effect from Monday. “Without prejudice to the suspension of the activities of swimming pools and gyms – read the draft – basic sports activity and motor activity in general carried out in public and private sports centers and clubs are allowed, in compliance with the social distancing regulations and without any meeting. “
CINEMA AND THEATERS – “Shows open to the public are suspended in theaters, concert halls, cinemas and other spaces, including outdoors; however, the activities that take place in dance halls and discotheques and similar venues, outdoors or indoors, are still suspended ”, reads the draft of the Dpcm.
PROHIBITED PARTS – The provision, which could still receive substantial changes, establishes that “parties indoors and outdoors are prohibited, including those resulting from civil and religious ceremonies.”
HAIRDRESSERS AND SHOPPING CENTERS – Except for surprises there will be no closing for beauticians and hairdressers. On the other hand, the reduction of shopping centers during the weekend is evaluated with the Dpcm.
THE MOVEMENTS – Regarding travel, a prohibition would no longer be expressed in the draft Dpcm, as was the case of the closure in spring, but “it is strongly recommended that all natural persons do not travel by public or private means of transport to another municipality of residence, domicile or home, except for a proven need for work or study, for health reasons, for situations of need or to carry out activities or use services that are not suspended and not available in that municipality ”.
VISITS IN THE HOUSE – The preliminary draft also dedicates a passage to private homes, where it is “strongly recommended not to receive people other than those who live together, except for proven work needs or situations of need and urgency.”
CLOSING OF SQUARES – Also in the new Dpcm reference is made to the issue of closing street squares “where meeting situations can be created”. The provision, which could undergo further modifications, establishes that “it may be closed to the public after 9:00 p.m., without prejudice to the possibility of access, and exit, to commercial establishments and private homes open legitimately”.
TEACHINGS TO DISTANCE – The draft provides for distance learning at 75% for secondary schools. Second grade secondary schools “adopt flexible forms in the organization (…) increasing the use of integrated digital teaching for a participation equivalent to 75% of the activities, further modulating the management of entry and exit times of the students, also through the eventual use of the afternoon shifts and provided that the entry does not occur in any case before 9 “. The “didactic and educational activity for the first cycle of education and for educational services for children” remains unchanged. “It keeps happening in presence.” The text is not final, there may still be substantial changes.
STOP COMPETITIONS – The draft of the Dpcm also suspends public and private powers. In particular, “public and private bankruptcy procedures are suspended, with the exception of cases in which the evaluation of candidates is carried out exclusively in a curricular and / or electronic form”. Contests for health and civil protection personnel are excluded from the suspension, as well as “procedures in progress and for which there are specific organizational protocols validated by the Scientific Technical Committee.”
SPORT – It is forbidden to carry out contact sports “except for professional and amateur competitions at the national level” but “in compliance with the protocols issued by the respective national sports federations”. Basic amateur sports activities, schools and initial training activities related to contact sports, as well as all competitions, competitions and activities related to contact sports that have a suspended recreational-amateur nature.
