For Italians, the nightmare of the “new normal” returns, which consisted of lowering the blinds for activities considered not essential. With the new Dpcm anti-Covid Large-scale closures return until Nov. 24. The measures are so many and affect the lives of all citizens. From high school students who in most cases will follow the lessons remotely to athletes (gyms me swimming pool will be closed again), from PA employees to lovers of nights out. Although there is no fear curfew in fact, with restaurants, cinemas, theaters and venues closed (even festivals and parties of all kinds are blocked) going out after 8pm seems like a challenge. Also because the text does not recommend dinners with friends at home and visits to relatives or in general to people who do not live together, it is not an imposition.
Openings and movements
All retail activities (from small shops to shopping centers, despite pressure from the Regions), as well as those dedicated to personal care (hairdressers and beauticians) remain open, but always complying with the protocols. No specific rules have been introduced regarding travel between Regions, which are however strongly discouraged.
Measurements
Catering “by the hour”
Blinds closed at 6 pm for bars, restaurants, ice cream parlors and pubs
Lunches and dinners until 6 pm Bars, restaurants, pubs and ice cream parlors must close their shutters at 6 pm. All catering activities will remain open, but only from 5 to 18 and with consumption at the table only allowed for a maximum of 4 people, unless everyone lives together. After 6 pm, the consumption of food and beverages in public places and open to the public is prohibited. Food delivery is allowed as well as take-out catering (but only until midnight). Opening on Sundays allowed.
Instruction
High schools: “dad” up to 100% and afternoon shifts
Distance learning in high school may reach 100%, as provided in the new Dpcm in force as of tomorrow. Yesterday, the governors had explicitly asked the government to establish the right to receive lessons completely from a distance. Now that the ball passes into the hands of the school autonomies, it will be the principals who decide the part of dad: from this figure we must safeguard students with disabilities and Bes, or special educational needs.
Authorized purchases
Stores are ok, but customers stay 1 meter away and fast
There are no new time restrictions for retail activities. However, merchants must guarantee, in addition to the interpersonal distance of one meter, “that the entries are made in a delayed manner and that they are prevented from staying inside the premises longer than necessary to acquire the merchandise.” Obviously, masks and sanitizing gel are still mandatory. Despite requests from some Regions that would have liked to close the weekend, for now the shopping centers are still open.
Party and celebrations
Not to any kind of party, even after the ceremonies
The suspensions continue for all activities that “take place in dance halls and discos and similar venues”, without distinction between evenings organized outdoors or indoors. Likewise, it will be impossible to celebrate weddings or other types of ceremonies. In fact, the 30-person restriction adopted to date is no longer valid, in favor of a broader imposition that affects holidays “even those resulting from civil and religious ceremonies.”
No more invitations
Better to avoid dinners at home and visiting friends and family.
In this case, the government has not imposed an absolute prohibition, but in the text of the Dpcm it strongly recommends that Italians do not receive in their private homes “people who are not living together except for proven work needs or situations of need and urgency.” In practice, it is better to avoid the much discussed dinners with friends (although the number of 6 people around the table is respected, preferably less of course), as well as courtesy visits to the houses of relatives or other people.
Movies and concerts
Cinemas and theaters closed. Stop the gaming halls
Neither screenings nor face-to-face shows: since the Dpcm came into force, it will no longer be possible to go to the cinema to see a movie or to the theater to see a performance. In fact, all shows open to the public are suspended, even if they take place in open spaces (including live music and concerts of various kinds).
Likewise, activities related to the world of games are also closing their doors. Stop at the various game rooms, even those that offer the possibility of betting or playing bingo, and even casinos.
Physical activity
Squeeze on sport: centers, gyms and swimming pools are closed
“The activities of gyms, swimming pools, ski resorts, swimming pools, wellness centers, spas are suspended, except for the provision of services included in the essential levels of assistance.” So we read in the text distributed yesterday. So stop all sports (contact sports had already stopped) if not at a professional level. Therefore, there are no amateur leagues or start-up activities for these sports: football schools, for example, will remain closed.
Personal care
No restrictions for beauticians and hairdressers
As already widely discussed, the rules and protocols implemented within personal care activities such as hairdressers or estheticians appear to be among the most effective. In fact, there are very few cases of contagion registered to date within these structures. For this reason also the new Dpcm confirms that they can remain open. However, like the rest of the activities that are not affected by the limitations, they will have to address the epidemiological situation and the evaluation of the individual Regions.
Suspended events
Stop at congresses and yes to fairs, but only if it is national
The Dpcm also requires a stop for “conferences, congresses and other events” (obviously with the exception of those held remotely). On the other hand, national and international fairs are still allowed – only those of good size in practice – subject to the adoption of the protocols already established in February by the CTS and respecting the spacing of at least one meter between the participants.
The procedures
Braking in new competitions. Follow with the exiles
The text also suspends “the conduct of public and private competition procedures” unless the selection is made in a curricular or electronic manner. Instead, go ahead with the competencies and qualifications of healthcare personnel. The same occurs with all those tests already in progress for which there are specific protocols validated by the CTS. In this case, ok also for forbidden selections that have the aforementioned protocol.
Smart work
Ok factories and offices. Very few changes for employees and PA
There are no great news for productive activities: we must continue to follow the protocols established so far. The same applies to employees of private companies, with the only recommendation, where possible, to encourage the use of agile work, especially for office tasks. A separate discussion for the AP: as announced, it encourages agile work but also for different lead times.
