Prime Minister Conte is under siege and still does not want to close everything: “We must avoid a generalized lockdown,” he says with conviction. But the Regions are moving faster than him, between curfews that appear almost everywhere and Campania prepares for the imminent closure. Thus, the head of the Executive would be convinced to issue a new dpcm that contains new restrictions to try to stop the infection curve and prevent the situation from getting out of control in hospitals.
The new decree of the Prime Minister could see the light already tomorrow. Further tightening of travel and a general curfew are anticipated in all regions. There are those who would like the closure from 18 or 21, safeguarding only school and work, while some ministers would like the limit of 11 or 24, as established by several governors.
The more rigorous wing also promotes the closure of some activities considered not essential where the risk of contagion would be greater, such as gyms, hairdressers and beauty centers that the last dpcm had pardoned. Public participation in events is also targeted. The ban on moving between regions that Italians already experienced in March and April is also being evaluated. Among the sectors in which it is planned to intervene is the school, particularly in the second grade where distance education would be imposed. Temporary lockdowns could also be allowed in the “metropolis”, where there is the highest increase in infections.
The Minister of Economy, Roberto Gualtieri, assures that “all the necessary economic measures will be adopted to support the sectors that will have negative consequences and all those who are affected by the economic impact of the coronavirus.” Meanwhile, a hundred university professors and scientists write to the Prime Minister and the President of the Republic to take “drastic measures in the next two, three days.” And the Higher Institute of Health comes to recommend not leaving home: “It is essential that the population stay home when possible and reduce all opportunities for contact with people outside their own home that are not strictly necessary.” The alarm, explains the ISS, is the Rt transmissibility index that reached the fatal level of 1.5 in the week between October 12 and 18.
Reluctant to replicate the drastic situation of March and April, even Conte would eventually have been convinced of the need for a new and more vigorous restriction. For this reason, yesterday afternoon he met with the emergency commissioner Domenico Arcuri. What is especially worrying is the number of intensive care, the number of infections in some regions and, especially, in large cities. But the prime minister must also confront the opposing forces found within the executive. Long live Italy – and yesterday the Agriculture Minister and Iv Bellanova’s head of delegation repeated it in an interview with the Huffington Post – opposes excessive tightening. But the executive cannot risk continuing to be outdone by governors, with the Democratic Party calling on Conte to pick up the pace and “shut down immediately.” The aim would be to ask for other great sacrifices until the Immaculate Conception, “to save at least Christmas.”
