The region’s ordinance is already ready and since yesterday there is also the approval of the Ministry of Health (which will be formalized today): from tomorrow night the curfew will begin in Campania from 23 to 5 as requested by De Luca last night. The same prime minister Giuseppe Conte yesterday in the Senate he gave it for what he did: “After Lombardy and Campania we cannot exclude” restrictive measures “in other regions,” he explains. So goodbye to mobility and nights out. But Campania this time is in good company: yesterday the measure was adopted in Lombardy and it should also reach Lazio while Piedmont is evaluated. Although the prohibition of mobility between provinces is already official in Campania, starting at 11 pm tomorrow. Blame the number of Covid infections. A little everywhere in Italy but with worrying peaks in Lombardy and Campania that remain a special focus.

AND GIVE
First, the last numbers that relate the evolution of the infection in a clear photograph, with a strong forward shot. The last bulletin, now war, reported 1,760 new cases yesterday compared to 1,312 the previous day of 13,878 swabs (there were 10,205 in the previous 24 hours) while the dead amounted to 11 (they died between October 17 and 20 but counted only yesterday). Also this time the asymptomatic ones are the prevalence (1661 against 99) but the final result does not change because the total of positives in Campania since the beginning of the emergency is now 30,484 while it rises to a total of 545 victims. The only positive note is the day’s cured (106) while on the front of the bed report, 85 out of 227 in intensive care and 996 out of 1100 in hospitalization are busy.
RESTRICTIONS
While waiting for today’s new ordinance from Governor De Luca that will activate the curfew starting tomorrow night, there are already strong restrictions from the same date. But the futures bring chills. Yesterday the Ministry of Health promised to give the official approval (with the joint signature of Minister Speranza and the Governor of Lombardy) to stop mobility in the region led by Attilio Fontana but there is already an agreement (the official will be today) to the request made by De Luca. That is, prohibition of night mobility from 11pm to 5am the next morning except for urgent reasons. An obvious step in Campania if the blinds of restaurants, bars and pubs are also lowered from 11 o’clock in the morning until 5 o’clock in the morning. To which it is almost certain that the absolute prohibition of the mobility of 24 will be added. But as of tomorrow, it is official, “it is forbidden to move from the province of residence or habitual residence to other provinces of Campania”.
Only trips related to needs will be allowed, the occurrence of which will be self-certified under personal responsibility. The accepted reasons are “health; proven business reasons; proven family reasons; educational reasons and / or related to educational and / or care activities and other reasons of urgent need. In any case, return to residence or habitual residence is allowed. “.
WHAT CHANGES
In the first place, self-certification returns for movements of need but there will not be a preloaded model as we knew it in the terrible days of last March. For authorized movements with the stated reasons, citizens must take a sheet and write the self-certification by themselves, putting their personal data and the reason for the move on that date, notify the Region. And forget about second homes this weekend if they are in other provinces of Campania. To understand it, a Neapolitan will be able to reach the second house in Roccaraso but not the one on the Cilento Sea to spend the weekend. Because the ordinance has no effect for travel to and from other regions. So if you want to go to Rome from Naples or Salerno, you can, even if it means crossing the province of Caserta. The same occurs with a Milanese who wanted to go to Positano, crossing the province of Naples.
Ordinance currently valid until October 30, but will likely be extended, particularly since the deadline coincides with the November 2 holiday. And for the long bridge of the dead, it is not excluded that the Region may dictate other more severe restrictions. Unless the government implements them directly to avoid mass displacement between regions.
