The teacher is in quarantine? Starting today, if you are healthy, you can teach from home – you go online and the lesson continues. The note from the Ministry of Education arrives to regulate the agile work of teachers in quarantine. A necessary intervention, given that from week to week the number of classes that end up in isolation waiting for the swab increases. Inevitably, the times to return to the desks are getting longer and it is the teaching, once again, that loses. Having a teacher in quarantine means having to leave teaching for two weeks and perhaps also having to send home more than one class. The reason? The quarantined teacher, until now, has been considered ill so he doesn’t even teach from home.

If you then go into quarantine with one of your classes, the teaching for everyone stops – even if everyone is healthy. Not only that, if it is a middle or high school teacher, several hours will be left uncovered even in the school classes that remain present. An art history, English or technical teacher, for example, has a few hours in many different classes: one class is quarantined but the others? However, I am present with the chair uncovered because the teacher is not there. And you can’t teach online from home because in the classroom, physically, there would be no one to supervise the children.
At the base of everything is the relaunch decree, from which the INPS circular starts, for which smartworking is foreseen for quarantined private sector workers. Obviously, it is a quarantine of a healthy person, who remains isolated, therefore, in a preventive way, and not the necessary quarantine for patients with positive Covid.
ONLINE LESSONS
For the public sector, however, the appropriate form of agile work has not been specified. And that is why teachers until now have not had to do distance education. There were those who wanted to continue their lessons online anyway and who, on the other hand, stopped doing so because they were sick. “We have asked the ministry – explains Mario Rusconi, president of the National Association of Deans of Rome and Lazio – to establish a rule by which the quarantined worker, who is in good health, can work remotely. Do not stop the didactic activity. Even for the remaining classes, quick solutions are needed, it is necessary to cover the chair according to the same principle: continue the lessons ”.
In fact, this year teaching stumbles along between stops and restarts, class closings are on the agenda and it will probably stay that way, at this rate, if not worse, for a long time to come. According to an ANP Lazio estimate, in fact, in Italy around 60-70% of schools have already had at least one class in quarantine. “There are schools that have had up to 5 – continues Rusconi – in that case there are too many teachers missing. What are we going to do? They must be able to carry out studies at a distance, without considering them ill. Obviously if they are healthy. But at this point another problem arises: if the teacher is not on sick leave, he cannot be replaced by a substitute teacher. How is the child care problem solved? ».
At the Mamiani institute in Rome, for example, a quarantined teacher wanted to give lessons to his class that stayed in school and did so by connecting from a screen placed in the classroom. But it was still necessary to foresee the presence of a person between the benches, to guard the boys. Probably a very rare case, given that this year it is difficult to find the necessary replacements for teachers and administrative or cleaning staff.
THE CIRCULAR
So the problem remains, at least with the students in the classroom. This is a new situation, which in recent years has never arisen, so it must be addressed through ad hoc regulations. Two days ago, the public service received the waiting circular which identifies the agile working methods for people in quarantine, but not in a state of illness. Based on the text of the public function, the Ministry of Education is preparing a note with which it recognizes the indications and adapts them to the school context. A decidedly different sector from the rest of the public sector. To replace the absent professor, the void can be filled in the way indicated by viale Trastevere: it can be replaced with sections of other chairs or with reinforcement staff. The goal is not to expose the classes.
