Registration at 9 o’clock for secondary schools “will be valid only in exceptional cases and duly approved by the various regional committees for the Covid-19 emergency.” This is specified in a note to the schools of the Ministry of Education that, reiterating that “to date, educational institutions turn out to be one of the safest places in the country” confirms that for the first cycle “teaching activities are carried out in person “.
Regarding the second cycle, however, the circular says, solely and exclusively “prior communication to the Ministry of Education by the regional, local or health authorities of critical situations and of special risk referred to specific territorial contexts”, the institutions Schools must adopt new flexible forms in the organization of teaching activities in accordance with articles 4 and 5 of the decree of the President of the Republic no. 275, increasing the use of integrated digital teaching, which continues to be complementary to face-to-face teaching, further modulating the management of students’ entry and exit times, also through the possible use of afternoon shifts and whenever the entrance in any case it is not done before 9.00 ″.
As a result of the communication by the autonomous, local or health authorities of the critical situation and particular risk, referred to a specific territorial context, and of the resolutions taken at the Regional and local Coordination Meeting foreseen by the so-called School Plan, second grade secondary schools: adopt new forms of flexibility also increasing the use of integrated digital teaching; They also modulate (with respect to what has already been established since September) the entry and exit times of students, also through the possible use of afternoon shifts; As part of this new modulation, they arrange that the entrance to the school does not take place before 9.00 am; in upper secondary schools in boarding schools: only the internship classes will be able to maintain the already defined start time of the lessons; classes in which only a part of the students is made up of interns will have to change the start time of classes, postponing it from 9.00 am; the inmates will wait for the arrival of their companions to the school, duly supervised by the educators.
Therefore, the circular reiterates that “critical and particularly risky situations”, represented by health authorities and local authorities, are the only ones that justify a possible review of what has already been established, also in reference to the postponed entry at 9.00 hours, which should be arranged only if the conditions described above are met. “Except for the aforementioned cases – the circular highlights – it is not necessary to change the entry and exit times, the teachers’ weekly hours, the dining room shifts, the exercise and laboratory schedules and everything related to the time frame defined from the beginning of the school year “.
The meetings of the collegiate bodies, still specified in the circular signed by the Head of the Department of the Education and Training System Marco Bruschi, can be held both in person and remotely on the basis of the possibility of guaranteeing physical distancing and, consequently, the participant safety. The Decree of the Prime Minister introduces the possibility that operations related to the renewal of collegiate bodies are carried out remotely, in accordance with the principles of secrecy and freedom of participation.
“Integrated digital teaching continues to be complementary to face-to-face teaching. The School Plan contemplates the need to protect the specific situations of students with disabilities or other special educational needs, whose face-to-face learning should be encouraged.
In addition, even in cases of compulsory recourse to DDI, the educational community must maintain close contact with all situations of particular fragility and offer, where appropriate, the necessary aid, to guarantee the priority right to education for all. students. In addition, our educational institutions continue to be a safe and secure environment; for this reason the work, teaching or administrative activity, except in cases of “quarantine”, can continue to be carried out in person “.
