Soon the signing of the ordinance (which we will publish in full).

As President Donatella Tesi announced at a press conference, it will not be a measure acute, and much less imposed, but a measure adopted in agreement with the institutional representatives of the different sectors, to limit the risk of gatherings but at the same time without interrupting services or excessively sacrificing economic activities already rehearsed during these months of crisis. Therefore, closures only where they could not be dispensed with. For the rest: remodeling and appeals to responsibility. The problem, to put it in complex words, is represented by “nonessential anthropic activities.” What translated means: “Try to avoid all unnecessary things.” The message is aimed mainly at children, considering that 70% of infections are found in the age group of 14 to 30 years; 60% in the 20-30 range.

Distance education in secondary schools

But if the government’s Dpcm intervened in the nightlife (which affects the older ones), the schools of Rome had the opportunity to intervene when necessary. And so it was also in Umbria, where the competent councilors, Agabiti in the first place, immediately began intensive discussions with the head of the school office, Antonella Iunti, to implement the new measures to contain the infection. The key point is the halving of secondary school attendance: 50% of the students will do distance education, the other half will be physically in the classroom. The way in which this measure will be articulated (that is, either through a rotation or with a division by classes or sections) will be decided by the different institutes, in agreement with the school office.

Transport at 60% of capacity

As has been underlined on several occasions, it is not the school itself that represents a vehicle of contagion (the institutes have been organized guaranteeing social distancing and facilitating the Dpi to students) but all the accessory moments: the entrance and exit gatherings . and those of the means of transport. For this reason, the other decisive measure will be a new limitation of the public transport occupancy rate: no longer 80%, as the government decided in September, but 60%. On this front, the Councilor for Transport Melasecche has clarified that this percentage can be guaranteed even when we return to the lessons in presence, with the increase in buses, addressing individuals: “We were ready in September,” she clarified.

Shopping centers like fairs

If schools have become light, the restrictive measure on shopping centers is much heavier, in fact assimilated to the ‘dynamic events’ (festivals, fairs, amusement parks) object of the previous regional council ordinance: maximum one person every ten square meters, which means that all must be within 1.5 meters of the nearest neighbor. The measure must be guaranteed by the people counter at the entrance, with the calculation of the maximum number of entrances, in relation to the size of the premises. In addition: prohibition of the consumption of food and beverages in the corridors; It will only be allowed on the premises, at the tables.

Closed gaming, betting, slot and bingo rooms

Contrary to the provisions of the government’s Dpcm (which had established time constraints), meeting places with non-socially relevant destinations (such as eating and shopping) such as arcades, betting halls and slot halls will be closed in Umbria until November 14 and bingo halls. Among other things, this measure takes effect from midnight on Tuesday while the others are given a few more hours to adapt.

Schools and universities (from October 21 to November 14)

the distance learning for 50% of students enrolled in public and joint second grade schools (secondary schools).

Schools will then establish a kind of rotation, in accordance with internal organs, alternating face-to-face lessons and distance education. Contributions will also be made for the purchase of technological devices.

This measure also applies to all professional courses on a subsidiarity basis.

“This will allow to limit the meetings both outside the schools and in the means of transport,” said President Tesei.

For universities, distance education is highly recommended (respecting autonomy) for 70% of students, with the guarantee of face-to-face classes only for first-year students.

On the other hand, face-to-face lessons are guaranteed in all other orders and levels, that is, from kindergarten to high school.

Transportation (from October 21 to November 14)

The maximum fill rate for public transport has been lowered: from eighty to 60% fill for each vehicle.

Before the start of the lessons we were prepared for a maximum capacity of 60%, with the increase in the number of races. With our colleague Agabiti we were doing the math and we came back. Then the government implemented the 80 percent measure. But we are ready.

Shopping centers (measures from October 22 to November 14)

For the 16 shopping centers in Umbria): through a protocol it was established that there must be a people counter at the entrance to guarantee a meter of distance between one person and another (one person every 10 square meters in the largest shopping centers , 8 square meters in the smallest); fever will be measured at the entrance; controls in outdoor spaces, prohibition of consuming beverages and food within the corridors but only within the activities carried out in shopping centers.

Closed gaming halls, betting halls and bingo halls (from October 20 to November 14)

Contrary to the provisions of the government’s Dpcm (which had established time limits), in Umbria these premises will be closed for the established period.

Governor’s statements

“What was governed by the government’s Dpcm obviously also has value in Umbria, regardless of the regional ordinance: according to the decree law that preceded the last two Dpcm, the Regions can only restrict the measures.”

“Given this, we are concerned to counteract all forms of gathering that mainly concern young people.”

“We are trying to keep business open, but we need everyone’s cooperation.”

“We will soon activate 77 Covid stations, which will soon become 124.”

“If we do not want to reach a new confinement, we must do our part, each one according to their competence, both in interpersonal relationships (with the use of the mask and spacing), and in social behavior.”

“I appeal to young people but also to families, whose role will be fundamental these days: let’s all make this small sacrifice together, to avoid more restrictive measures.”

Coletto: “The benefits will not be immediate”

“It will be slow braking – admits Commissioner Luca Coletto – because the benefits of these innovations will only be measurable in a couple of weeks. The school opening hours were probably too complex. This does not mean blaming the schools, but realizing that certain meetings should be limited. And we are trying.

Darío: “The increase was expected”

The negative swab is not a guarantee of non-contagion. The health director also indulged in a controversial reference against those who questioned the usefulness of the field hospital: “Do you see what is needed?”
