The following measures are active from October 21 to November 14.
Schools
Distance learning must be activated for each lesson day for 50% of the students enrolled in the school year in public and joint second grade schools (secondary schools).
It also applies to all subsidiary professional courses.
Then, the schools will establish a kind of rotation, alternating face-to-face lessons and distance learning.
“This will allow to limit the meetings both outside the schools and in the means of transport.”
For universities, distance education is highly recommended (respecting autonomy) for 70% of students, with the guarantee of face-to-face classes only for first-year students.
On the other hand, face-to-face lessons are guaranteed in all other orders and levels, that is, from kindergarten to high school.
Malls
Limitations on the number of people entering shopping centers (there are 16 in Umbria): through a protocol it was established that there should be a people counter at the entrance to guarantee the distance between one person and another; fever will be measured at the entrance; controls in outdoor spaces, prohibition of consuming beverages and food within the corridors but only within the activities carried out in shopping centers.
Closed gambling halls, betting halls and bingo halls
Contrary to the provisions of the government’s Dpcm (which had established time limits), in Umbria these premises will be closed for the established period.
Governor’s statements

Advances in the ordinance
We are moving towards a limitation of face-to-face lessons in Umbria. A measure that, as a result of the government’s Dpcm, leaves the schools open as Minister Azzolina wanted, but takes the opportunity offered by Prime Minister Conte and Minister of Regional Affairs Francesco Boccia to be able to implement more restrictive measures if necessary. And that’s what will happen. Not just for school.
‘We will do it ourselves’
In short, as announced on Saturday, the regional council will independently implement restrictions that have been loudly demanded of the government and that have only been partially implemented by Account at the press conference with which he unveiled the highlights of the Dpcm. It will not be a tranchant measure, but a measure taken in agreement with the schools for a limitation of face-to-face lessons and the implementation of Dad (distance education).
But obviously, the school will be only one of the points to which the ordinance refers. The problem, to put it briefly, is represented by “non-essential anthropic activities.” What translated means: “Try to avoid all the essential things.” The message is aimed mainly at children, considering that 70% of infections are found in the age group of 14 to 30 years.
