Coronavirus, Lombardy Region: new rules for bars and restaurants, stop for amateur contact sports and information for distance learning – Il TESTO

Restaurants, bars and the like open until midnight and with only table service from 6 in the afternoon, stop to contact amateur sports, request for distance education alternating with presence for high school students (which many schools in Brianza already have prepared ). These are the main points of the ordinance on the fight against Coronavirus signed by the Lombardy Region late in the afternoon on Friday, October 16 and immediately in force until Friday, November 6, 2020, a new ordinance.
Stronger measures, as envisaged for the Presidents of the Region, compared to the provisions of the national dpcm.

The ordinance is the result of the confrontation that took place in Palazzo Lombardia with the mayors of the Lombard capitals, the majority and the leaders of the opposition groups in the regional council, the prefect of Milan, Renato Saccone. The text was also delivered to the Minister of Health, Roberto Speranza.

Among the main points provided, the ordinance provides anti-nightlife measures, defined measures “to combat social phenomena with risk of contagion”, prevention measures “in relation to school activities”.

Anti-movement measures

one. Food and beverage supply activities in both public and private areas (including bars, pubs, restaurants, ice cream parlors, patisseries, steakhouses, pizzerias, kiosks) are allowed until midnight; in these activities after 6 pm the consumption of food and drinks is allowed only at the tables; the measure referred to in this point does not apply to companies located along highways and terminals;
two. The take-away sale of any alcoholic beverage by all types of public establishments, as well as by commercial establishments and artisan activities, is prohibited after 6:00 p.m. Catering with home delivery is always allowed;
3. The so-called “h24” vending machines that distribute beverages and packaged food, overlooking the public highway, are closed from 6 to 6; this measure does not apply to automatic milk and water dispensers;
Four. It is forbidden to consume food and drinks in public areas from 6 to 6;
5. The consumption of alcoholic beverages of any strength is always prohibited in public areas, including parks, gardens and villas open to the public;
6. The legal auditors may adopt other restrictive measures, also in relation to the absolute prohibition of collection, and must ensure maximum cooperation to verify compliance with these measures.

Measures to combat social phenomena at risk of contagion

one. The activities of the gaming, betting and bingo halls are suspended;
two. The resale of games operated with electronic devices such as slot machines, whatever they are called, located within public establishments, commercial establishments and monopolies is suspended.

Suspension of amateur contact sports at regional and local level

one. All competitions, competitions and other activities, including training, of contact sports, as identified with the provision of the Minister of Sport of October 13, 2020, carried out at the regional or local level – both competitively as a base – by associations. and fan clubs.

Visitor access to users present in residential units

Access to the structures of the residential units of the territorial network by relatives / caregivers and acquaintances of the users present is prohibited, unless authorized by the medical officer or the COVID-19 contact person of the structure itself (example: situations of end of life) and, in any case, after measuring body temperature upon entry and taking all necessary measures to avoid contagion.

Prevention measures in relation to school activities

Second-grade secondary schools and second-grade vocational training institutions organize distance learning activities alternated with face-to-face activities, with the exception of laboratory activities.

Recommendations on university activities

Universities, respecting their specific autonomy, are recommended to organize their activities in order to promote distance education to the maximum.
