What the new DPCM provides

The Prime Minister has signed a new Prime Minister’s Decree that introduces new obligations and restrictions due to the coronavirus epidemic valid from October 14 to November 13: among the main ones are the closing of bars and restaurants at midnight, the banning of parties in public places, the suspension of amateur team sports such as soccer and basketball, and the suspension of school trips.

In bars and restaurants, the government has decided to introduce time slots to regulate the opening and sale of food and beverages: they will have to close after midnight, and from 9 pm onwards they will be able to continue the service only at the table for seated customers , which are indoors or outdoors. The ministerial decree also contains the prohibition to park in front of the facilities after 9:00 p.m.

Indoor and outdoor parties are prohibited on the premises. As for private homes, it is “strongly recommended” to avoid parties and to receive more than six people who do not live together at home. For lunches and dinners related to religious ceremonies, such as weddings or baptisms, the government has introduced a limit of 30 guests.

The DPCM also suspends school trips and, in general, educational trips to schools. Among the other novelties of the DPCM is the suspension of amateur “contact” sports, such as soccer and basketball, while competitive sports can continue and gyms can remain open. The stadiums can be reopened with a maximum capacity of 15 percent of the seats, for a maximum of 1,000 people outdoors and 200 indoors. For shows the limit of 200 participants indoors and 1,000 outdoors is maintained, always maintaining the separation of the seats.

Regarding the masks, the decree reiterates what the government has already said previously: that is, they are mandatory both indoors and outside the home and outdoors, unless you are really alone and isolated or if you are jogging or sports activity. However, the government “strongly” recommends wearing masks even at home when people are not living together.
