BELLUNO – A vacation in Thailand, the return to hospital wards where it is primary and the appearance of the first suspicious symptoms. It is the sequence of events that, last March, led to the birth of the first outbreak in the hospital. San Martin of Belluno with 4 direct infections and more than 100 swabs performed later only in health personnel. For this reason Roberto BianchiniA 61-year-old Director of the Otorhinolaryngology department, ended up in the prosecutor’s file Paolo Luca on charges of “aggravated culpable epidemic.” After symptoms appeared, he continued working for another six days spreading the virus to doctors and patients.
4 other colleagues in trouble
He investigated with him, for falsification, 4 other Belluno colleagues who, according to the Belluno Prosecutor’s Office reconstruction, would have “covered” him: Raffaele Zanella, 60, Antonella Fabbri, 58, Cristina Bortoluzzi, 52, and Tiziana Bortot, 60, respectively president and members of the Office of Disciplinary Procedures ofUsl 1 Dolomites. Belluno’s chief physician’s vacation took place on the island of Ko Samui from February 14 to 24. A month earlier, the first case of Covid-19 infection outside of China had been documented in Thailand. But the situation had not yet gotten out of control, although, in Italy, government circulars, resolutions and ordinances were already beginning to spread. Upon returning from his trip, Roberto Bianchini was supposed to undergo “fiduciary stay at home with active surveillance” as required by the government decree of the time. Most importantly, he was not supposed to report to work the next day. Instead, he began seeing patients immediately. Exploring mouths, throats and noses, most of the time without a mask.
THE FIRST SHOCK ABSORBER
It was his colleague Zanella, medical director of the San Martino hospital, who advised him to go to the Prevention Department to investigate the case for which, however, he was declared “fit.” The chief physician explained that he did not go to crowded places during the holidays and that he did not take tours for tourists, although numerous excursions to other islands emerged during the investigation. Without showing any symptoms, he returned to the room. He started getting sick on March 3, but he didn’t stop. Six days later, exhausted, I wanted to make a swab: positive.
Meanwhile, he had seen almost 50 patients. It was the first outbreak in the Belluno hospital. Seventy people were placed in home isolation. And 11 of them, along with 106 healthcare workers, underwent a nasopharyngeal swab. In the documents of the Public Ministry it is stated that: “If in hypothesis the conduct maintained up to that date can be attributed to superficiality or to a personal (but unjustified) underestimation of the ongoing epidemiological problem, the same cannot be said after March 3, when the symptoms appeared, it can no longer be underestimated. ”For this reason, the Belluno prosecutor has opened a file against him for an aggravated guilty epidemic.
MODIFIED DOSSIER
The position of the other four doctors is different. They would have testified to the falsification to protect the chief doctor and they would have modified the file of the internal sanctioning procedure (later archived), subtracting (again according to the investigative hypothesis) the draft of the minutes of the April 1 session that contained the exact reconstruction of the acts. In this way they would have helped Bianchini to evade the Guardia di Finanza investigation.
MEASUREMENTS
The prosecutor requested the suspension of Bianchini, Zanella and Fabbri for three months but the investigating judge rejected it. Same result for the appeal to Venice after the appeal to the review. Now the judge’s motives are awaited, which should be announced before November 15. The Dolomiti Local Health Authority 1 declared that “it did not have sufficient elements and information to comment on the facts” and that from the beginning it “ensured maximum availability for investigators, making the required documents and documents available”.
