How does an outbreak arise? How is it possible that a single case that has escaped control becomes the wick of a fire capable of transforming a place until now saved from the epidemic into a red zone?
The answer lies in the reconstruction of one of the episodes. that unfortunately are characterizing the trajectory of Covid-19 in Italy. From an infected person, and poorly informed of the rules, at least 120 infected people located, one dead, three hospitalized. And the reasonable suspicion that the positives may have been double.
The epidemiologist Fabrizio Faggiano spoke about it, former member of the anti-Covid-19 unit in Valle d’Aosta, professor of Hygiene in Turin, on the sidelines of the national conference on health law organized in Alessandria by former Minister of Health Renato Balduzzi. This year the theme was “The sources of the right to prove the pandemic.”
It all begins on July 13 when a young man from the Dominican Republic returns from his country, for whose citizens home isolation was provided, and he returns to Vercelli where he resides. It is patient zero. The beginning of a chain of transmission that sowed concern and fear in a quiet Piedmont town in the middle of summer.
The Ministry of Health subsequently it reports the presence on board the aircraft of a positive person. The Dominican is not reported and therefore the quarantine is not ordered.
On the contrary, he maintains habits without limitations, without distancing, without a mask.. On July 21 and 22, he meets a couple of friends in a municipal swimming pool and infects them. It does not end here. On the 26th, an evening of dancing in a Vercelli nightclub cannot be denied where the virus passes to the club manager and 58 other people between clients and staff. That unknowingly infects 15 family members.
Let’s go back to the 2 friends we met at the pool. They work at a local logistics company. They do not know that they are carriers of SARS-CoV-2 and they pass it on to at least 33 colleagues who test positive on the swab. In turn, these 33 carry the virus within the walls of the house: 8 members of the family are involved.
Let’s start again from the night at the disco. One of the customers present that day goes to a bar and meets several customers there. One of them attends a funeral on August 14, resulting in 6 cases among those present and another 6 among their relatives.
Faggiano believes that «other cases are related to patient zero, escaped the meticulous tracing of contacts by the public health and hygiene service. But one fact is proven. A single import case in a 25-day period has resulted in a chain of 126 identified infections. ‘ In conclusion: 12% of infections occurred in a family / friendly environment, 26% in the workplace, 62% in a leisure context.
The story, however, highlights some shortcomings. in the control network: “The Dominican did not receive the necessary information upon arrival in Italy to induce him to contact the ASL, incompleteness reported by several travelers.” Lack of contacts between local health authorities, airports and airlines.
