The rules of the new Dpcm in Covid

[ad_1]

The number of people infected by the new coronavirus (Sars-CoV-2) in Italy continues to grow. The data of the last days (in this case those of Sunday, October 11) have led the government to accelerate the search for measures capable of containing the pandemic before reaching levels already reached in other European countries (from Spain to Great Britain, to France). After launching, last week, a first decree, with which the use of More expensive, outdoors and indoors (here you have to respect all the rules to avoid fines, which are high), the executive called for Sunday at 3:00 p.m. Scientific technical committee (the consulting body convened since the pandemic hit Italy) to then launch a Decree of the Presidency of the Council of Ministers (Dpcm).

At the moment, there are no certainties about the measures that will be taken, but the following are the lines on which the executive is oriented – according to multiple sources, which the Corriere has reported here.

When will the new Dpcm arrive?

The new decree, initially planned to October 15th, could be launched tomorrow, Monday October 12precisely to accelerate the response to the pandemic.

What will change in smart work?

There should be no substantial news: the extension of the state of emergency until January 31, 2021 keeps the current regulations unchanged. The government could ask companies to collect (at 70 percent, according to the agency Ansa) the percentage of smart work compared to the current – 50 percent – to limit contacts between people in offices. In the office, according to the new decree, however, it is mandatory to wear a mask., although following the guidelines for the different types of activities (and with the exception, always, for those in the room alone).

What will change about tampons and quarantines?

These days, the wait times for molecular swabs, the only 100 percent reliable tool for identifying Sars-CoV-2 infection, have lengthened considerably – and the easily predictable situation could worsen with the arrival of the winter season and seasonal diseases, the symptoms of which are, to a large extent, comparable to the initial ones of Covid. The Scientific Technical Committee should suggest the green light for quick tests (believed to be 95% reliable) that would be done by general practitioners and pediatricians, then swabbing only those who test positive. According to the technicians, this would make the mechanism that leads people to fiduciary isolation more rational.

The fiduciary isolation, of someone who has had contact with a positive but has no symptoms or has the first negative buffer, could be reduced. from the current 14 days to 10 days: but the doubts on this point are not few. In fact, some experts believe that the spread of the infection occurred in France It depends precisely on the lack of quarantine of 14 days, and for that reason they do not recommend reducing it.

What will change for schools?

There is currently no hypothesis of restrictive measures for schools: this was stated, on Facebook, by the Minister of Education, Lucia azzolina. There are rules at school, even very strict ones, that students and staff adhere to with a great sense of responsibility. The only change, and it would still be very significant, would be the use of rapid tests also for schools, as I have been asking for a long time. As indicated Ilaria Capua In this interview, in Italy we are lucky to have opened schools after other European countries and, therefore, with a certain awareness of what could happen. The viral circulation in schools is there, but it is not the cause of the explosion of infections. Even the last surveillance weekly magazine of the Higher Institute of Health and the Ministry of Health confirmed that Transmission in the school context remains limited at this time..

What will change for football and contact sports?

Members of the Scientific Technical Committee had already asked the government to intervene to limit contact sports at the amateur level. The government now seems oriented to follow the advice, banning football, basketball and other sports (we repeat: at the amateur level). It should be remembered that the coronavirus spreads through particles of saliva that are expelled with the breath, whose spread increases when you do physical activity (as well as when you scream or sing). For the moment, this measure should not affect the professional level, nor the sports that can be performed in isolation (running, for example, which was not prohibited even during the confinement).

What will change for weddings, baptisms and private parties?

The new rules should put a limit on people for banquets, receptions and parties after ceremonies like weddings and christenings: they should be able to attend, maximum 30 people. Obviously, this limit should apply to any type of party, even if it is not tied to events like those mentioned above.

What will change for the holidays in the houses?

The new decree could, on the basis of what has been decided, for example in Great Britain, also impose a limit on house parties. If this line were established, they could only organize dinners with few people, preferably without buffet, avoiding the crowds. But the idea of limiting contacts between people who do not live together in private homes could be impossible to achieve by decree: and the government could, therefore, limit itself to advising against – without being able to prohibit – the organization of parties at home.

What will change for the premises?

At this point, the government must act on several lines: first, by imposing the closure of bars, discos and restaurants before midnight; secondly, by prohibiting citizens from stopping in front of the same place from 9:00 p.m. to 6:00 a.m., that is, you can go to a bar or pub, but you will not be able to drink outside the club, unless you are sitting at a table. On this, in the last few days, we have been predictable resistance from both trade associations and governors.

What will change for the sale of alcohol?

The new rules should also impose a cessation of alcohol sales at 10pm.

What will change in public transport?

At this point, the government could decide on the one hand to relax the provisions on the capacity of high-speed trains, exceeding the 50% limit currently in force; on the other hand, strengthen controls to enforce capacity limits (at 80 percent) on buses, subways and regional trains, in order to maintain the distance between passengers.
