Even those who are physically active outside should wear a mask. The Interior Ministry writes in a circular signed yesterday afternoon by Chief of Staff Bruno Frattasi with which clarifications are given to the prefects about the decree law approved on October 7. The provision that provides for the use of the mask “exempts from the obligation of use – writes Frattas – only those who have sports activity in progress and not the motorboat, not exempt, however, from the obligation in question.” In the drafts of the decree circulated in recent days it was written that “those who are doing sports or motor activities” were exempted from the obligation to wear a mask, but in the text published in the Gazzetta the exemption was only for those who do sports.
Then, however, a further clarification came this afternoon. Only those who practice sports are exempt from the obligation to wear the mask outdoors while those who perform “physical activities”, such as walking, must wear it. The clarification is contained in a circular from Chief of Staff Bruno Frattasi, sent to the prefects, which provides some clarifications on the profiles most linked to administrative controls on the correct application of the state and regional regulatory framework. Regarding the provision that introduces the obligation to use respiratory protection equipment in the open air, the circular specifies that, among the exempt subjects, only those who are carrying out sports activities and not motor vehicles are included, not exempt. , of the obligation in question. The circular also highlights that decree-law 125 also intervenes on the right of the Regions to introduce derogatory measures with respect to those provided at the national level, pending the adoption of the decrees of the President of the Council of Ministers. By modifying the previous provision, the legislative novel establishes that this power of repeal may be exercised in the first place with the purpose of introducing restrictive measures, while those of an eventually expansive nature may only be adopted in the cases and in compliance with the criteria provided by the decrees of the President of the Council. ministers and in agreement with the Minister of Health
By “motor activity” we mean physical activity, or “any movement determined by the musculoskeletal system that results in an expenditure of energy greater than that of resting conditions.” While sports activity “includes structured competitive situations and subject to very specific rules.” Therefore, the circular implies that those who choose to run in the park must wear a mask. Is that so?
The fine
The circular also draws attention to possible evasive behaviors regarding the suspension of dance activities, outdoors and indoors, provided for by the ordinance of the Ministry of Health, highlighting at the point that the possible offer of dance activities by Exhibitors of other types (restaurants, bars, pubs and the like) should also be considered prohibited and subject to penalties.
Meanwhile, the first weekend fines have arrived for those who do not wear masks in Turin. In Lungo Po Cadorna, the police fined a 21-year-old for not using the device. The young man was also denounced for resistance, since he attacked the agents. Without a mask, also two twenty-somethings of Moroccan origin, fined.
There are 50 fines raised yesterday in Palermo for not wearing the mask on the street and near the premises. On Friday there were 40. The police, together with the carabinieri and the financial police, are intensifying their controls. Fines especially among young people in front of the bars in the historic center.
Some say no
They arrest two people by inviting them to wear masks, but one of them kicks and hits them and then runs off with handcuffs on his wrists. It happened in Savona, last night, in the gardens of the Trincheras. Despite the beatings, the policemen managed to handcuff the man, who nevertheless struggled and managed to escape. The handcuffs, which initially appeared to have been attached to his wrist, were found on the ground not far from the scene. Meanwhile, in a few moments, the policemen were surrounded by six or seven other people, in an aggressive attitude. One of the two policemen was forced to detonate two shots in the air to induce the group to drive away, but the group did so only after the arrival of another car. The fugitive man, a 33-year-old young man of Ecuadorian origin, was arrested this morning. One of his compatriots and a 20-year-old Italian girl denounced for violence, threats and insults to a public official. The agents attacked have forecasts of 15 and 10 days.
In Arezzo, local police officers invited a 17-year-old to put on a mask and, in response, assaulted them. The incident occurred last night during the nightlife controls in the center. The young man, investigators know, was in an evident state of alcoholic disorder and was reported. However, the municipal police judged the difficult situation and appealed to the parents. “It is necessary for families to intervene – underlines Commander Aldo Poponcini – the situation also in light of the recent restrictive measures, is not satisfactory. Too many uncontrolled minors making controls difficult ”.
