On Wednesday, the government approved a decree that extends the state of emergency due to the coronavirus epidemic until January 31 and tightens the obligations on masks, which as of today must be worn everywhere outdoors, except when you are really alone. and in all indoor places other than their own homes. There are some exceptions, such as bars and restaurants, while in offices and workplaces the previous protocols remain in force, which basically say that you have to wear masks when it is not possible to respect the distance of at least one meter.
The decree introduces the obligation to always carry the mask with you, therefore, every time you leave home. Outdoors and indoors, the government said when presenting the decree, it will only be possible to avoid wearing it when “the condition of isolation of non-cohabitants is permanently guaranteed.” Basically you should always use it except when you are completely alone or with the people you live with. Obviously, therefore, it must be kept on the streets of inhabited centers.

Regarding closed places, the regulation previously required the use of the mask “in closed places accessible to the public”, while now it has been extended “more generally in interior places other than private homes”. For offices, factories and workplaces in general – “economic, productive, administrative and social activities” – the decree refers instead to the protocols already in force. Therefore they do not change the rules for offices and factories, where masks were already mandatory when it is not possible to maintain a distance of at least one meter (this does not mean, of course, that it is not a good idea to keep it anyway, in offices with many people. ).
There has been some confusion at this point, with some newspapers talking about a new obligation to wear masks in the office. But pending the government’s frequently asked questions that are likely to clarify it even better, the decree is very explicit in specifying that the above rules remain in the workplace. This was also confirmed by Walter Ricciardi, member of the Higher Institute of Health and adviser to the Ministry of Health, in dialogue with the Print: “Excluding your own house indoors, you should always use it when you cannot respect the distance meter, in the factory as in the reception of a villa.”
The same rules apply to bars and restaurants as before: the mask can obviously be removed, even indoors, when you are at the table or on the counter if you are consuming. At any other time it must be used.
Likewise, the current protocols for schools remain in force, which at the national level do not impose the obligation to wear a mask when students sit at the desk.
About cars, however, the decree does not say anything specific: but speaking of interior places that are not only accessible to the public, it can be deduced, pending the frequent questions of the government, that masks are mandatory when traveling with people that do not coexist.
The decree reiterates that the mask is not necessary for sports activities, outdoors or indoors, and that children under the age of six and people with pathologies or disabilities that prevent them from using it are exempt from the obligations. The fines for those who violate the rules range between 400 and 1,000 euros.
