An especially serious circumstance because it is determined in the middle of the return of the health emergency by Covid19, surely associated with the creation of those provincial rankings of substitutes, the Gps, which should be ready at the beginning of September and that a month later they are still high sea. In fact, the presence of so many errors in the assignment of GPS scores has forced affected temporary workers to file complaints and, when they have not been considered, also formal appeals. All this, as Anief has repeatedly denounced, has led the administration to gobble up requests for corrections and the continuous restructuring of the provincial rankings. On the “plate”, in addition, the lack of conviction of teachers to accept substitutes, at the time of Covid19, must be put in exchange for reduced salaries and practically null stabilization guarantees. Meanwhile, not only teachers lose out, but also and especially students, who see several hours of teaching lost a week.

According to Marcello Pacifico, national president of Anief, “the biggest mistake was to provide innovative and digital rankings configured with criteria for accumulating scores and accesses very different from those adopted in recent years. At the time, when the school offices received an impressive number of complaints, the system, with a total of 750,000 requests, was not maintained. The only way forward, as we’ve said multiple times, was to cancel the grading evaluation table and restore the old-school leaderboard. Instead, it was not done, persisting in errors. And inducing the candidates themselves to mistrust the nomination proposals, also in a phase of increasing infections that greatly worries those who are called to teach outside the home.

Four weeks after the start of lessons in most schools, the territories hit the data to say the least discouraging.

SCHOOL OFFICES IN DIFFICULTY

In Milan, the provincial school office, precisely because of the incorrect algorithm that determined the scores of the new GPS, cannot accept the situation: according to the latest estimates, almost 5,000 annual substitutes remain to be determined. with a deadline of June 30 or August 31, 2020. A very similar situation, although with lower numbers, is also registered in other regional capitals, in particular in Naples (where a few days ago the rankings were suspended to be redone from the beginning and the youth union keeps asking for clarification) and also in Rome, where the organizational machinery for assigning chairs is moving very slowly.

Today it became known that the mayors of Arese, Baranzate, Bollate, Novate Milanese, Solaro and other municipalities of the district have written a letter to the Minister of Education, the general director of the Regional Office of the School and the manager of the territorial office of the school. . “After a summer in which we made the utmost commitment together with educational institutions to ensure a safe restart for the month of September – the mayors write – we are once again faced with an obstacle in ensuring that our children can perform at their best. own school path. In fact, many institutes lack teachers, support teachers and ATA staff to ensure a normal class schedule. “

Also today, the director of the Regional Office of the Emilia-Romagna School, Stefano Versari, announced that more than 108,000 calls have been made to fill 15,000 substitute places. “It is clear that the mechanism requires a rethinking, more than on the part of politics, on the part of society,” Versari said. “The mechanism is an unspeakable complexity”, exclaims the director: “They have accepted 15 thousand people out of 108 thousand. It means that there has been a concern this year, a complexity, a reluctance that few have accepted. About 90,000 people refused, ”adds Versari. “The problem is not related to the number of hires, but to a context that has evidently made people worry about accepting the replacement,” explained the director of the USR.

In Arezzo, of the 400 seats available, only 15. The seats – writes the national press – were reserved for teachers to fill the roles defined as “support”. REQUESTS FROM THE ANIEF UNION

The union – which wrote to the Ministry of Education to be received in order to discuss the many problems to be faced – considers that what is happening is the result of excessively courageous decisions of the Ministry of Education and the Government itself: having decided to update the Rankings Provincials for alternates in a pandemic plain, bypassing the normal process that would have required more than 60 days to pass a regulation change and hastily creating a complicated algorithm, with the title evaluation tables suddenly changed after the having been continuously confirmed for three decades, it is the mother of mistakes that led to the assignment of bad and sometimes impossible scores.
