“Continue in the line of prudence and raise the level of guard,” said Health Minister Roberto Speranza, in communications from the Chamber to the Chamber on the emergency of the coronavirus, announcing the measures of the new Dpcm to combat the Covid-19. And he recalled that not easy months await us, “months of living with the virus while we wait for the vaccine.” The battle for health, the minister recalled, “is the first brick for the restart, including the economic one, of Italy. A country can be fast and get up even from the economic point of view only if it is able to win the battle for health, starting with strengthening its health service as we are doing ”.
The three main axes of the new Dpcm, from masks to spacing
The minister announced the three fundamental pillars on which the new Dpcm is built, which will be approved on October 7, after the presentation of the document in the Courts (now in the Chamber and then, at 12, in the Senate) and at Regions. They range from the extension of the use of masks even outdoors (“the mask is essential to combat Covid”) to the confirmation of the ban on meetings and hand washing. Tools that remain critical to beating the coronavirus, said the minister, who also announced an increase in controls. “No reality is out of risk – Speranza recalled – because we are witnessing a widespread and widespread growth of viruses.”
Renewal of the state of emergency on January 31
Then the extension of the state of emergency. “The emergency has not ended and that is why I believe it is appropriate to extend the state of emergency until January 31, already announced by the Prime Minister,” the minister confirmed. For us it is essential to maintain the institutional framework that gravitates around Civil Protection, the Extraordinary Commissioner and the Scientific Technical Committee, which has functioned until today ”.
In the world 35 million infections and one million deaths
Before talking about the new Dpcm, with a first strengthening of the measures, the minister illustrated the number of infected in the world, which has exceeded 35 million and the number of deaths, which exceed one million. It began with international and Old Continent data. The same trend occurs in Europe, with a turnaround in which the restrictive measures that had characterized April and May are restored and we are approaching hypotheses of new blockades, as in Paris ”. She recalled that the European Center for Disease Prevention and Control (Ecdc) places Italy in 45th place.
Italy has better figures, but we must not be under any illusions
“Italy is better than other European countries. Together with Germany, it is the country that best withstands the second wave. But we must not be under any illusions. It would be absurd to think that you are out of danger. It would be an unfounded assessment ”. There is a real worsening phase, he said, recalling that the Italian data has been growing for nine weeks. There is no longer, he recalled, “a dynamic of territoriality” of the virus, which initially had strongly affected the North, starting with Lombardy and Veneto. Meanwhile, our testing capacity is getting stronger: we have passed 120 thousand tests per day.
