Security measures to perform the test
The Ministry has also developed strict security measures to prevent the test from becoming a gathering place or spreading the infection.
Candidates for the extraordinary contest, in each session of the test, must sign the self-declaration in which they assume the responsibility of communicating
- not be subject to a mandatory quarantine period in accordance with current government regulations;
- not being aware of being positive for COVID – 19;
- not have or have had symptoms attributable to COVID – 19 in the previous 14 days;
- not being aware of having had contact with people who tested positive for COVID -19 in the last 14 days;
- be aware of having to adopt, during the proficiency test, all the necessary containment measures to avoid contagion by COVID-19;
The test is unique, there is no recovery session.
Teachers are concerned about the lack of facilitation of a recovery session, as requested by unions, for candidates who meet one of the conditions indicated in the self-certification.
In fact, we are in a state of emergency (Conte has already communicated that it will request an extension until January 31), which could require solutions to the same emergency.
I do not go to school during the fourteen days before the exam.
Could this be a solution to “amortize” some problem?
If the contest had taken place in the summer, as planned, without a doubt a period of self-quarantine, for those who were free from work commitments, it could have helped to better manage the situation.
Now the situation is more complicated. One of our readers writes us

Apart from teachers who can benefit from the required parental leave within five days of use, which could be used for “the common good of the family” and who do not need authorization, other hypotheses of absence are difficult to conceive.
What are the times for the license
In fact, a license application, even if it is filed today, cannot be started before 30 days. In fact, the application must always be submitted well in advance of the start date of the leave, as indicated by the employee, also in relation to the notification deadlines established in the internal regulations or in the complementary negotiation of the institution, except in the case of special or urgent situations, in order to allow the manager to carry out the necessary assessments and prepare the necessary organizational interventions to remedy the repercussions of the expected absence of the employee in question (including the appointment of a substitute).
The concession times are not indicated in the CCNL or in the corresponding law. The whole procedure, as a rule, should not exceed 30 days. of the request.
Unless reference is made to a particularly urgent situation, which must be justified.
A damage to teaching
If all the temporary workers waiting to hold the contest make this decision (we believe they do not) it would cause serious damage to teaching.
Perhaps it would be more appropriate to reflect on the consequences of non-participation for Covid-related reasons.
Apart from the answer “immediately afterwards the ordinary competition will begin” at the moment when precarious teachers express their doubts about the completion of the test.
What would a complementary test entail?
Of course, the idea of a license does not involve all precarious workers.
